A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguisher was expired.
Corrective action. Please ensure to service fire extinguisher annually.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. An employee's criminal record check was expired.
Corrective action. Please obtain a renewed criminal record check.
12430 - CCLR s.56(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. An employee's ECE Certificate was not verified..
Corrective action. Please ensure to verify certificates.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following during today's inspection; - Play house handle was loose and not screwed from one side. -Licensee did washroom maintenance work on the weekend but it was not completed. There were some tiles missing on the washroom floor. It was posing tripping hazard.
Corrective action. Ensure that facility is clean and in good repair while children are in attendance.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Water temperature in the children's washroom tap was measured 70 degree Celsius.
Corrective action. Ensure that any heated water accessible to children is no more than 49 degree Celsius.
11230 - CCLR s.47 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. There were 5 children in attendance upon arrival; however none of them was signed in.
Corrective action. Ensure that attendance records are accurately completed with he arrival/departure time.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Review of substitute staff file observed that the staff first aid and CPR certificate expired in March 2022.
Corrective action. Ensure that children have immediate access to an employee who hold a valid first aid training.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed that ECE staffs' Licence was expired in January 2020. Due to Covid-19 restrictions, staff was unable to complete 40 hours professional development training for renewal. Staff sent her ECE renewal application in July 2020.Licensing discussed the staffing requirement & compliance plan with the manager.
Corrective action. Please ensure that ratio of employees to children attending in care is no less than permitted in Schedule E.
14030 - CCLR s.34(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. Review of 2 staff files observed that manager's verification of ECE Licence/certificate was missing on file.
Corrective action. Please ensure to verify ECE licence/certificate every time new copy of licence is obtained from ECE registry.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. The fire extinguisher service tag was expired on October 2019 indicating the fire extinguisher is over due to safety check inspection. .
Corrective action. Please ensure the fire extinguisher is recertified and approved within the meaning of Fire Services Act.
