The following was noted: -No cover on bathroom garbage can, allows children access to garbage -Large mat in main play area has multiple spots where the rug is buckling and can act as a tripping hazard. -Mini pool with cover is being used as toy storage outside, however, it had been left half open and there is pooling water, discussion about removing this water and ensuring the cover is on to avoid the pooling water.

Observation. Licensee's criminal record check expired in July. Current staff does not have a site specific criminal record check. Licensee stated that they applied for an updated CRC for staff last week.

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted at the time of inspection: Inside: -Sanitizing spray was not labelled of its contents. -Mouse trap/plunger accessible to the children within the washroom -Air purifier accessible to children within nap room, can be a topple hazard. -One of the cribs within the nap room has two mattresses stacked on top of one another, which is not considered to be as per manufacturers instructions. -Board used to keep the curtains secured within window can act as a topple hazard. -One crib which is used by a child who can potentially pull themselves up is not adjusted to the height that would be considered to be age appropriate for the child could potentially fall out of crib. Outside: -Play structure does not have 6 ft of clearance around it and there is a concrete perimeter very close to the structure. -There is multiple thorny bushes accessible to the children in care within the outdoor play space. -Wheel barrel is leaning against the tree within the outdoor play space, can act as a topple hazard. -Exposed underlay which can act as a tripping hazard. -Grip pads that are used on the concrete steps are not secure and can act as a tripping hazard. -Some areas where the concrete has crumbled and is accessible to children in care.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 17, 2024

Observation. Fire alarm was chirping at the time of inspection. Discussion had with Licensee about this indicating that the battery needs to be replaced.

A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Licensee stated that they rarely go outside of it is raining. Discussion had with Licensee about the importance of outdoor play and the requirement of daily outdoor play, unless the weather is unreasonable.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - A tall basketball hoop in the outdoor play area that is not secured and wobbly upon touch. Potential to fall on a child and injure them. -There is a dirty mop in the bathtub that is accessible to children in care.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon discussion with a staff and Manager Licensing observed the following; - There is no infant and toddler (IT) educator from 6:30-7:30 AM. - There was one I/T staff and another staff with no qualifications with 7 children in care. The Manager informed Licensing that the secondary staff has completed their early childhood educator assistant (ECEA) program and has submitted the hours to the registry. Licensing explained that until a certificate is received from the ECE registry a staff holds no qualifications. Additionally, Licensing discussed schedule E (staff to child) with the Manager and that the secondary staff, for the care program, needs to be an ECE not ECEA.
Corrective action. Ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed a child at the facility who was not within the age group of the care program ( under 36 months). The child was approximately 10 years old. The Manager informed Licensing that the child only came to use the bathroom. However, Licensing observed the child, at the facility, for at least 10 minutes. Licensing had a discussion with both the Manager and Licensee
Corrective action. Ensure that children attending the facility are under 36 months old.
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of three staff records, Licensing observed that references for one staff was not obtained. Licensing discussed what would meet the intent of this regulation.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Upon a review of the attendance record for the month of December, Licensing observed a child who is four years old that had attended the community care facility for three days (Dec. 1, 2 &3/22). Licensing provided education on ensuring that children under 36 months only attend the facility. Discussed temporary retention (TP) in extenuating circumstances.
Corrective action. Ensure that children attending the community care facility are under 36 months in accordance with the Licence.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is not sufficient food in the emergency bag. There were a couple of granola bars and water bottles. Licensing provided education to have sufficient and age appropriate food for 72 hours.
Corrective action. Ensure that an emergency plan is in place that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of two staff records, Licensing observed that one staff's certificate has not been validated through the early childhood educator (ECE) registry.
Corrective action. Ensure that all staff records are complete prior to the staff working at the community care facility.

Observation. Licensing observed one metal and one plastic teeter-totter, in the outdoor play area, located right beside several cement blocks. Potential for a child to fall off them and injure themselves on the cement blocks/tiles. Licensing provided education on ensuring that there is sufficient resilient surfacing around the teeter-totters.

Observation. Licensing observed the following; - Two strollers outside with dirt and grime all over them. - A plastic climbing and slide structure with green grime and dirt all over it. Licensing provided education on ensuring that all equipment within the care facility are clean and in good repair.
Corrective action. Please ensure that the furniture, equipment and fixtures within the care facility are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Licensing observed that there is no active play or screen time policy in the policies and procedures or posted anywhere within the facility. Licensing asked the Manager if they could explain the active play policy and the Manager was unable to explain it to Licensing. Licensing provided education on what would need to be included in the Active play and Screen time policy.
Corrective action. Please ensure that current records are kept regarding written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. Licensing observed the following: - One tall shelf in the nap room that is wobbly and not secured to the wall. - At the doorway of one of the play rooms, a bushy patch of fuzz/thread like material coming out of the carpet. The Licensee cut the patch off.

Observation (CORRECTED DURING INSPECTION): Licensing observed, through a discussion with the Licensee, that there is a child that attended the care facility starting in December 2019 that had not turned 36 months. The Licensee had four children in care under the age of 36 months. Under schedule E the type of service being provided there can be no more than three children under 36 months. Licensing provided education on the intent of the regulation. This is a repeat contravention.
