A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed staff and children used same towel after washing hands. The manager said that they are out of paper towel.
Corrective action. Please ensure that supplies are available for children to practice health and hygiene on daily basis.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Insufficient supplies for children and inadequate system to store the supplies that can be easily accessible in the event of emergency.
Corrective action. Licensee will add supplies and store them adequately.

Observation. Upon a review of the attendance record for the month of July 2023, Licensing observed that there was one day there were four children under 36 months old. The Manager said that they were at an appointment and the staff working didn't know. Licensing had received an email informing that this contravention had been addressed. Licensing discussed the role and responsibilities of the Licensee/Manager.
Corrective action. Ensure that children attending the community care facility are divided into groups with each group having no more than that permitted in Schedule E.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that there isn't sufficient resilient surfacing under two slides. The slides are placed on hard dirt/soil as the grass has eroded and burnt. Licensing discussed ensuring having sufficient resilient surfacing under climbers and slides to ensure that children don't get injured
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - An electric grass trimmer and manual lawn mower in an unlocked shed. - Several cement bricks along the side of the outdoor play area.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed three outdoor balls that are deflated.

Observation. Licensing observed the following: - Two days in June with four children under 36 months in care. For the care program being provided there can be no more than 3 children younger than 36 months old. - One day in June there were nine children in care. The maximum capacity for the facility is eight. This is a repeat contravention.
Corrective action. Ensure that children attending the community care facility are divided into groups with each group having no more than that permitted in Schedule E.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed that a child's care plan was not reviewed annually with the parent or any person requested to by the parent.

Observation. Licensing observed a medium-large TV sitting on top of a desk's shelf and not secured. Licensing provided education.

Observation. Licensing measured the water temperature, in th bathroom, at 53 degrees Celsius.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon a review of the attendance records Licensing observed the following; - two days that there were 9 children in care. - one day that there were 10 children in care. The maximum capacity for the facility is 8. Licensing provided education on the importance of ensuring that the maximum capacity is maintained at all times. Additionally, Licensing provided some suggestions on how to ensure that the facility is never overcapacity.
Corrective action. Ensure that there are no more children in care than that permitted in Schedule E.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of six days of the attendance records for the month of July,Licensing observed the following; - five days that several children were not identified as absent. - one day that a child's time of departure was not indicated. Licensing provided education on the importance of keeping correct attendance records as it is part of active supervision. This is a repeat contravention.
Corrective action. Ensure that attendance records are correct on a daily basis.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Upon a review of two children's records, Licensing observed that both children require a care plan however, there is no care plan available for them. A support worker works with the children. Licensing provided education on when a child would require a care plan and what would need to be included in the care plan.
Corrective action. Ensure that a current care plan is in place for each child requiring extra support.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - a training toilet seat placed on the ground beside a toilet bowl scrubber and toilet. Licensing provided education on how this is unsanitary as children sit on the seat when using the toilet. - There are two bird feeders hanging from tree branches in the outdoor play area. There were bird seeds dropped all around the tree and several pigeons that were eating the bird seeds. Licensing provided education on how this is a potential for the infant and toddlers to put the seeds in their mouth and either choke or get sick.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager's name was not posted anywhere within the community care facility.
Corrective action. Please ensure that the name of the Manager is displayed in a prominent place within the community care facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there was no record of an emergency drill being practiced for 2020. The Manager informed Licensing that an emergency drill was implemented for both the years 2020 and 2021 but was not recorded. The Manager was unaware that emergency drills needed to be recorded. Licensing provided education on keeping current records for both fire and emergency drills.
Corrective action. Please ensure that current records are kept for fire and emergency drills.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that for the month of August, on each day, children were not identified as absent. The Manager was unaware that this was required. Licensing provided education on indicating, for each child whether they are absent.
Corrective action. Please ensure that attendance records are accurate on a daily basis.

Observation. Upon a random review of three children's records, Licensing observed one child's record missing emergency contact information. Licensing provided education on the importance of having emergency contact information.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. The Manager informed Licensing that there is a regular substitute staff that works at the facility when the Manager has any appointments. The staff is working at the facility today August 17, 2021. The Manager has not obtained the staff's immunization status.
Corrective action. Please ensure that staff records are complete prior to the staff working at the community care facility.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The Manager informed Licensing that they have a regular substitute staff that works at the facility when the Manager has any appointments. The staff is working at the facility today August 7, 2021. The Manager has not obtained a criminal record check for the staff. Licensing provided education on sharing forms.
Corrective action. Please ensure that staff records are complete prior to the staff working at the community care facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): The Manager informed Licensing that there is a regular substitute staff that works at the facility when the Manager has any appointments. The staff is working at the facility today August 17, 2021. The Manager has not verified the staff's certificate through the early childhood educator registry.
Corrective action. Please ensure that staff records are complete prior to the staff working at the community care facility.
