A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): There was wasp nest abatement spray accessible to the children in care. Licensee moved the spray to a location inaccessible to children at the time of inspection.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 2, 2025.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): One child's attendance has not been recorded, as the Licensee was not aware that it was necessary.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 2, 2025

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for 2 people over the age of 12 who is ordinarily present is not available.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the emergency supplies had expired food and it was not enough for the children or staff in the facility. The licensee said she will ensure that food is added to the kit.
Corrective action. Please ensure that the emergency supplies kit is fully equipped in case of an emergency.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - The patio stairs, leading to the outdoor play area, were wet and slippery. Licensing discussed options to make it slip-proof. Potential for children to slip and fall onto the cement and hurt themselves. - Blind cord hanging from the door in the kitchen area and is a strangulation hazard. The Licensee moved it to the top and will secure it in the next couple of days.
Corrective action. Ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed two areas in the bathroom where the paint is chipped off and there are small holes in the wall. The Licensee informed Licensing that the towel holder was there and the children broke it. Licensing discussed how to cover the holes.
Corrective action. Ensure that the community care facility and the fixtures within it are clean and in good repair.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a random review of two staff records, Licensing observed that only one reference was obtained for one staff.
Corrective action. Ensure that staff records are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the outdoor play area; - The top layer of the wooden patio and stairs has eroded, causing it to be slippery. Potential for someone to slip and hurt themselves. - The orange plastic fencing, used to enclose certain areas of the grass play area, has ripped in several areas.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - A three step metal ladder resting against the wall on the patio. - An electric fireplace, in one of the main play rooms, in which the vents were hot upon touch.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health to the health or safety of a child.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed that the fire extinguisher was to be serviced on October 4, 2022 however, it has not been serviced.
Corrective action. Ensure that a fire extinguisher is serviced annually.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of four children's records, Licensing observed two children's records missing the name and telephone number of a medical practitioner.
Corrective action. Ensure that children's records are complete prior to the child attending the community care facility.

Observation. Licensing measured the hot water temperature, in the bathroom, at 65 degrees Celsius.

A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed a tall shelf in one of the play area that is not secured to the wall. Licensing provided education on ensuring that all tall shelves or cupboards are secured to the wall.
Corrective action. Please ensure that all equipment, furniture and supplies are of sturdy and safe construction, easy to clean and of good repair.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following accessible to children in care; - A drawer in the kitchen that has many sharp and big knives in them. The drawer had a lock on it but the lock has broken leaving the drawer unlocked. -A tower fan located in one of the play rooms. Potential for a child to pull it and have it fall on them and injury the child.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed children's small towels hanging on hooks in the bathroom. Some of these towels are touching one another. Licensing provided education that if hand towels are going to be used, by the children, then they cannot be hanging or touching one another and should be one time use only. Potential for cross contamination and spreading of germs especially during the COVID 19 pandemic. The Licensee explained that the children would use paper towels moving forward.
Corrective action. Please ensure that a program is established to instruct children in and to practice the rules of, health and hygiene.
15030 - CCLR s.46(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of five children's records, Licensing observed two children's records missing their immunization status. Licensing provided education on what would be the intent of this regulation.
Corrective action. Please ensure that all children's records are complete prior to the child attending the community care facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Upon a review of two staff records, Licensing observed that one staff's certificate was not validated through the Early Childhood Educator registry (ECE).
Corrective action. Please ensure that all staff records are complete prior to the staff working at the community care facility.
