A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed a garbage can with no lid making the garbage/debris accessible to the children.
Corrective action. Ensure all garbage cans have a lid.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Infant/Toddler Ratio - Staff to child ratio not maintained in the Group Child Care (under 36 months) classroom. This is noted as a repeat contravention.

14030 - CCLR s.34(2)(b) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Care programs were combined for more than 30 minutes on multiple mornings during October 2024.
Corrective action. Ensure Schedule E is met.
12280 - CCLR s.34(4)(a) - A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. The program does not ensure a minimum of 60 minutes per day of outdoor play.
Corrective action. Ensure the Director of Licensing Standards of Practice for Active Play are met.

Observation. A child is placed in a crib to prevent them from running around the classroom. This is noted as a repeat contravention from complaint inspection JKIM-CYJRJW.
Corrective action. Ensure behavioural guidance is appropriate to the age and development of the child.
14220 - CCLR s.51(1)(a) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. A 34 month old child sleeps in a crib that is an apartment size crib and is too small for the child. The staff confirmed the child is able to climb in and out of the crib on their own, posing a risk of injury.
Corrective action. Ensure all furniture and equipment is appropriate for the size, age and development of the children.

Observation (CORRECTED DURING INSPECTION): LO observed and discussed the following with the Manager: - In GCC ( under 36 months) 2 napping cots were stacked and children's sheets and blankets were touching. LO discussed about hygienic way of sanitizing children's sleeping equipment and appropriately storing their bedding.
Corrective action. Ensure that children are provided a healthy and safe environment at all time while in care.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): 2 staff certificates were not posted.

10070 - CCLR s.11(4) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Manager's name was not posted within the facility.

10050 - CCLR s.11(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees.
Corrective action. Ensure that medication is available for staff, while child requiring the medication is in care.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): 6 children were onsite when LO arrived. Only 1 of them were signed in.
Corrective action. Ensure that children's attendance is accurately recorded, e.g. arrival time, departure time and absence.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
