Observation. The following was noted at the time of inspection: -Rug within daycare is curling at two corners and can act as a tripping hazard. -Storage room which is required to be walked through in order to get to the bathroom had 2 ladders (unsecured) leaning up against the wall right by the entrance to the bathroom. Potential tipping hazard, noted in the last routine inspection (repeat).

Observation (CORRECTED DURING INSPECTION): From 2:25-2:35, there was one staff on site with 17 children in care. Second staff arrived at 2:35. Staff stated that their shift starts at 2:30. Discussion with Manager about ensuring that the facility is meeting Schedule E at all times.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two children's registration forms indicate that they have an allergy and would encounter symptoms should they come in contact with that allergen. There is no paperwork (i.e. care plan) to indicate what the course of action may be should the child come in contact with their allergen. There is nothing within the file to indicate that the Licensee has sat down with the parent to create a care plan, as required. Discussion with Manager explaining the following: care plan is created with the parent and should include the reason for the care plan, symptoms, course of action and ensure the plan is dated so that it can be reviewed yearly.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 27, 2024.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Upon a review of the attendance records for the month of September, Licensing observed that children were not identified as absent. Education was provided about the requirement for attendance records, as it is part of active supervision.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff working in the group child care (30 mnths to SA) program does not have their certificate post anywhere in the community care facility.
Corrective action. Ensure that all educator and assistant certificates are displayed in a prominent place in the community care facility.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there are not sufficient emergency supplies for the number of staff and children in care. The Manager was aware that all the water and some food had expired and are in the process of replenishing the supplies. Licensing discussed having a system that is going to ensure that supplies are continuously maintained.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Upon a random review of six children's records, Licensing observed that there is a child who has life threatening allergies however, no care plan is available for the child. The Manager was unaware of the child's allergies. Licensing had a discussion on ensuring; that children's records are reviewed at time of registration, care plans are in place and medication forms are completed for all medications to be administered.
Corrective action. Ensure that a care plan is in place for each child requiring extra support.
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing was unable to review the attendance records, other than today's attendance, and facility policies and procedures as the Manager has taken them home. Licensing discussed ensuring that all records (facility, staff and children) are kept at the community care facility.
Corrective action. Ensure that records referred to in sections 56 to 58 are kept in a single place at the community care facility
