- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed during today's inspection; - White toy shelf exposing sharp corners. -A shelving unit was placed on top of another one that need to be secured from tipping over in the event of earthquake.
Corrective action. Licensee removed the top unit and placed in on the floor.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. Upon arrival Licensing observed that staff was changing diaper in the playroom while other children were playing on the floor.
Corrective action. A discussion was had with the Licensee and assistant regarding health and hygiene practice. Licensee said that children diapers will be changed in the washroom next to wash basin.
15015 - CCLR s.14(4)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for Responsible Adult who is working as extra help.
Corrective action. Licensee will add the documentation the staff file.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for Responsible Adult working as extra helper. .
Corrective action. Licensee will add the documentation the staff file.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for two employees (RA helper and ECEA)

Corrective action. Please ensure that a healthy and safe environment is provided to children while in care.
11010 - CCLR s.13(1) - LICENSING
Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation. Licensee changed the location of nap room to second floor. This area is not inspected and approved by fire department.
Corrective action. Licensee will inform Licensing whether they would like to move back to original floor plan. Otherwise,, Licence amendment application is required to change the location of nap room.
10010 - CCLR s.10(1) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. There were total seven children attending today. Out of 7 children one child was under 24 months old and all other 6 children were under 48 months old. This is a repeat contravention. Licensing shared the resources and education was provided from the regulation Schedule E regarding at the time of last routine inspection.
Corrective action. Licensee will provide a written response regarding corrective action plan.
14360 - CCALA s.7(1)(b)(i) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. No written records of fire and emergency drills.
Corrective action. Licensee will organize documentation systems.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguisher service inspection was due in October 2024. No emergency drill conducted in last year.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. There is no attendance records for the month of May, 2025. There were 7 children in attendance at the time of inspection, however, none of the children were signed in. Attendance records did not have year on it and records from last year were mixed up. It took a while to sort out attendance records.
Corrective action. Licensee said that she will have systems to organize facility documents.
19090 - CCLR s.57(2)(c) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available. This individual is working directly with the children. This is repeat contravention.
Corrective action. Licensee needs to create an account to conduct CRC for all individual over 12 years old.

Observation. Licensing observed that children's food was stored in the area close to washroom.
Corrective action. Licensee said that she will store children food on the kitchen counter.
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. There were 6 children under 36 months old attending child care today.
Corrective action. Licensing discussed the group size and ratio for family child care. Licensee said that she will send a request for temporary placement for review.

Observation. In the outdoor space there are plants and weeds with prickly thorns accessible to the children and a hose that children could trip on directly outside the door.
Corrective action. Ensure the outdoor space is safe for children at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the outdoor space the back gate is beginning to rot and no longer secured. The landscape tie retaining wall is beginning to rot in many places and many boards are no longer secured.
Corrective action. Ensure the outdoor space is in good repair at all times.
