Observation. The following was observed outdoors: -There is a play structure located in the back corner of the yard. The swings have no resilient surfacing beneath them and there is not enough of a fall zone between the swings and the fence. -There is a large thorny bush accessible to the children in care.
Corrective action. The Licensee will submit a plan on how to address the above noted observations.

Observation. Licensing observed that the mat used for diapering has a fabric cover which can not be cleaned and disinfected after each use.
Corrective action. Ensure that diaper change surface is made of a material which allows for proper cleaning and disinfecting after each use.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed: - 2 spray bottles of cleaning solution next to the children's handwasing sink. - Cleaners/disinfectants in an unlocked cabinet under the kitchen and bathroom sink.
Corrective action. Ensure children do not have access to any object or substance that may be hazardous to the health and safety of children in care.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that the children used a wet paper towel as replacement for handwashing before meal time.
Corrective action. Ensure that a program to instruct children in and to practice the rules of health and hygiene is established and implemented consistently.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. The facility's fire extinguisher was past due for annual servicing.
Corrective action. Ensure the fire extinguishers are services on or before the dates indicated on service tags.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing inspected 6 children's files and noted that one was missing a record of immunization status.
Corrective action. Ensure children's files are complete.

A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation. Licensing observed that the identified manager at the facility is not the manager on record with Licensing. A clarifying conversation indicated that the new manager was appointed over 30 days ago, however, Licensing was not notified and the amendment process was not followed to formalize the appointment on record.
Corrective action. Ensure a manager is appointed in accordance with legislative requirements.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. Licensing observed that one staff member's ECE certificate was not verified.
Corrective action. Ensure staff certificates are verified using the system established and maintained by the director of early childhood registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing observed that the staff member present at the time of inspection did not have a valid, site specific criminal record check on site.
Corrective action. Ensure that a valid, site specific criminal record check is obtained for employees before the start of employment.
