Observation. Licensing had not been informed of a change in manager until this inspection. The previous program manager's name was displayed. This was corrected during the inspection.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. Fire drill practices were recorded for eight of the ten months of operation last school year. A system for recording that fire drills have been practiced monthly was followed until the Licensee was away. The Licensee must ensure that employees implement the policies and procedures. Arrival and departure policies that were created when the facility became licensed are different than the processes that were being practiced today. Children were arriving to the program on a crowded playground, making it difficult for the care provider to account for all of the children in a timely manner. A method of informing employees about written policies and ensuring that employees adhere to written policies is required.

Observation. One employee file was missing evidence that character references had been checked. Letters of reference, emails, notes from phone conversations, or other evidence must be kept for the entire time a person is employed. Missing references must be obtained and saved to the employee file.

Observation. Children's files contained identifying information, but photos or digital images were missing from some children's records. Facilities must keep a current photo or digital image of each child. Some staff files were not located at the facility, but at the other facility operated by the Licensee. All records pertaining to this facility must be kept in a single location on-site.

Observation. Staff were indicating that a daily outdoor play space inspection was being conducted, but the staff member on site was unsure what the inspection was for, therefore it was unclear if the inspections were being done adequately. The Director of Licensing Standard of Practice - Safe Play Space lists examples of what should be inspected. A plan for daily outdoor play space inspections is required.

Observation. The manager name on file is different than the manager name posted at the facility. Ensure that Licensing has the most recent information about the operation of the facility.

Observation. An emergency kit that contains items to help employees meet the needs of the children in an emergency, is required. An emergency plan is required to be practiced and recorded once each year. Written procedures that guide employees on knowing the expected enrolment each day are required.

Observation. Photos of all children enrolled in the after school care program are required. Photos were observed of twelve children who were present on one day.

Observation. Staffing files at the school-age program were incomplete. Complete records for each staff person must be on site at the facility.

Observation. Some children's files were missing physician name and phone number. Children's photos are kept on staff phone and are not easily accessible.

Observation. Hot water in bathroom that is used by children measured 52 degrees Celsius. A plan to ensure the safety of children while washing their hands is required.
