Observation. Originally found out of compliance on July 17, 2025. Licensing discussed with the Licensee the group sizes and staff certification and ratios for the facility space as they are currently not meeting legislation requirements.

Licensing observed the following: - The outside gate entering the yard latch still remains broken. - Inside the facility: - the tops of the tables show signs of regular cleaning which is wearing the varnish on the tables and the tables, which have been painted white are chipped making the table tops porous and unable to be clean and sanitize effectively creating possible cross contamination.

Observation. Originally found out of compliance on July 17, 2025. Licensing observed that there were 13 enrolled today. The educator indicated that the group of children would participate all together in one group through out today's schedule.

There was a lot of large piece of equipment in the outdoor space, but there were no toys set up to coordinate with the large pieces of equipment. E.g. Kitchen centre/play house, no toys or materials to coordinate with the large piece of equipment.

Observation. Licensing observed the following: The program is licenced for a group size of 12 and a group size of 4. The group size on the day of the visit was 13. It was noted the program did not open with an Infant Toddler Educator. It was explained that an Infant Toddler (IT) Educator is to be on the floor at all times unless there is possible illness, emergency, vacation or other temporary leave. An Early Childhood Educator can cover while the IT Educator is away.

Observation. Licensing observed the gate entering the outdoor space does not latch at times, gets stuck at other times, which is considered to be a safety concern of a child possibly going missing and wandering.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. Licensing observed the program is working to provide a comprehensive and coordinated Montessori program inside, there is a concern that the children that are still learning to walk and learning to explore and manipulate items, there are little or no toys and equipment that are appropriate to their age and development. Outside Licensing observed while there are a lot of large pieces of equipment for the children to access, but there are not toys or equipment that corresponds with the items. For example there is a kitchen centre, but there is no items like kitchen supplies, plates, cups, pots, pans etc.. to enhance the outside space. The box that is designed for sand has no sand or any other mediums, toys or equipment to enhance the piece of equipment. Licensing stated to an Educator the activities that are provided inside can be also transferred outside as part of a coordinated program. Licensing is concerned the outside space does not have activities that are appropriate for the age and development of the children in care.

Observation. Licensing observed the following: The licensee was not keeping regular daily attendance as it was indicated that the parents were to sign in their child. Licensing observed that the daily attendance did not indicate the number of children in care as being concerning as this could lead to a child missing and wandering if staff do not know how many children are in attendance. -There was information missing from the children's files and the emergency cards were not up to date with the information that was provided during registration, which is a concern as the emergency cards are used when leaving the facility to go on walks. The following was observed: -Three children did not have their Medical Insurance Plan Number.. -Two children did not have the date of enrollment. -Two children did not have an Emergency contact person or number. -It was not clear how many children had permission to call a medical practitioner or ambulance in an emergency. -There are children who require a photo and others need to have their pictures updated.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. In the outdoor play space, LO observed the following: -wooden base of the fencing perimeter appears to be rotting, deteriorating and no longer in good repair -the smaller fence enclosing the children's play space appears to be unstable and not sturdy. The fence posts are not securely connected to the concrete pads posing a potential risk of harm. In addition, the gate connected to the fencing does not appear to close properly posing a potential hazard. -the concrete space located at the entrance to facility is sloped and appears to have separated over time creating a gap and an uneven surface which poses a potential tripping hazard. The concrete space along the back perimeter of the facility appears to have separated resulting in a gap which is a potential hazard for children.

Observation. LO observed the following: - During transitions staff lifted and moved children without providing prior warning or an opportunity to move independently - A staff lifted and moved a child by the upper arms from the outdoor deck to the indoor play space - A staff physically redirected children by the forearms to transition from indoor play to the kitchen for lunch - An infant who was crying and seated at the lunch table was not provided with lunch. A staff stated that she is waiting for all children to sit prior to serving lunch - A staff stood and occasionally acknowledged a child who was crying in the outdoor play space; however, did not appear to comfort him for serval minutes
