Reasonable steps have been taken to prevent a person who is not permitted access to a child, from accessing that child while in the care of the licensee. [CCLR Sec.50]

Observation. Originally found out of compliance on January 14, 2026. Licensing observed the door remains unlocked. The Licensee currently uses a classroom located on the second level of the building without a monitoring system to provide staff information of who may be entering the building. Licensing is concerned there is a risk to children's safety.

Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

Observation. Originally found out of compliance on January 14, 2026. Licensing observed the Licensee does not following the required staff ratios and group sizes that comply with Schedule E.

Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

Observation. Originally found out of compliance on January 14, 2026. Licensing observed that the Licensee has made alterations to the the types of mattresses that are being used in the cribs. There are the following: - cribs with a mattress as well as a mat on top of the crib mattress used for sleeping- the crib mattress and mat are different sizes. - a thick mat which is often used when children sleep on the floor is inside of a crib instead of the original mattress. The program uses bedding that is oversized for the size of the mattresses, which is loose on top and the sides of the mattress. Licensing is concerned there is an increased health and safety risk to the children due to these issues.

Observation. Licensing observed there is a key pad at the entrance of the facility, but is not operational. The door is not monitored presenting a risk anyone could walk into the space.

Employees and parents are provided a written statement of the licensee's policy on behavioural guidance. [CCLR Sec.51(1)(b)]

Observation. Licensing observed the licensee was not providing a written statement to the employees and parents on behavioural guidance.

Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

Observation. Licensing observed when discussing with the staff, their credentials and the staffing schedule the Licensee is not complying with Schedule E.

The certificates, or copies of certificates, of early childhood educators and assistants are prominently displayed in the facility. [CCLR 11(4)]

Observation. Licensing observed the certificates of the early childhood educators and assistants are not prominently displayed in the facility.

The licence is displayed in a prominent place in the facility, including any terms or conditions of the licence, and including the name of the manager. [CCLR Sec. 11(1)(2); CCALA Sec.7(c)]

Observation. Licensing observed the facility licence is not displayed in a prominent place in the facility.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

Observation. Licensing observed the following: The facility was not following a specific cleaning and sanitizing procedure during the inspection. The cribs that are used for the children are located next to decorated bulletin boards, which have items stapled to the board. Licensing is concerned there is a safety risk as children are at the level they have access to the bulletin board and the items stapled to the board. There is a air conditioner located in the classroom that is no longer necessary during the colder months of the year. Licensing has a concern that there is a risk of injury due to the large item being stored in the main play area and not in use.

Observation. Licensing observed that some of the mattresses are covered in cloth rather than plastic, Licensing is concerned the cloth covered mattresses are creating an opportunity of cross contamination when wet and the inability to clean the mats effectively if the they become soiled.

There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

Observation. Licensing observed the items collected in case of an emergency had expired.

Licensing is notified within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H or has a reportable communicable disease. [CCLR Sec.55(2)(a)(b)]

Observation. This issue of non-compliance remains outstanding

Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

Observation. LO observed that the gymnasium was set up with children's high chairs, chairs, tables and a shelf containing children's lunch bags. Staff stated since December they have been using the gymnasium for meal times. LO informed staff that the gymnasium is not a licenced space therefore should not be used by children and staff.

Observation. LO observed that the facility does not appear to have adequate emergency supplies such as food and water rations in place for children and staff in the event of an emergency.

Licensing is notified within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H or has a reportable communicable disease. [CCLR Sec.55(2)(a)(b)]

Observation. In the monthly attendance record, LO observed that the facility had a power outage to which staff stated that the facility had to close for the day. Licensing was not notified of the facility closure and an incident report was not provided.

The licensee has written, parental consent to release a child to someone other than the parent. [CCLR Sec. 57(3)(b)]

Observation. LO observed one record in which the parent(s) have listed themselves as the emergency contact.

A record for each child containing the date of enrolment in the facility is not kept. [CCLR Sec. 57(2)(b)]; A record for each child containing the name and telephone number of a parent, medical practitioner and emergency contact is not kept. [CCLR Sec. 57(2)(d)]; A record for each child containing the name, sex, date of birth, medical insurance plan number and immunization status is not kept. [CCLR Sec. 57(2)(a)]

Observation. LO observed the following: -date of enrolment is not kept for child -medical practitioner is not kept for 3 children -medical insurance plan number is not kept for 1 child

A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

Observation. LO observed no evidence that an Early Childhood Educator certificate has been verified by the registry for 1 staff.

Evidence of compliance with the Province's immunization and tuberculosis control programs has not been obtained. [CCLR Sec.19(1)(b)]; Character references have not been obtained. Observation. LO observed the following: -immunization status has not been obtained for 1 staff -character references have not been obtained for 1 staff -record of staff's work histories have not been obtained for 1 staff -criminal record check on file for 1 staff is addressed to another facility

The emergency plan is not practiced at least once each year. [CCLR Sec. 22(2)(c)]

Observation. LO observed that the facility has not practiced the emergency plan at least once each year.
