    Observation. Licensing observed the Licensee has not scheduled staff ratios according to Schedule E. Licensing discussed with the Licensee that the legislation requires an Infant Toddler Educator to be on the floor at all times unless absent due to specific reasons [CCLR 37 (1)(a)(b)].

    Observation. Licensee observed the Licensee had purchased a new change mat that is non-porous. It was observed there wasn't a procedure for cleaning the mat, which may cause cross contamination.

Licensing observed that even though there has been changes at the facility regarding materials used since last inspection, the program does not provide enough indoor and outdoor activities that are designed for the age, development and care of the children enrolled at the facility.

    Observation. Licensing observed the change mat cover is porous, which does not allow to clean and sanitize the mat after every diaper change. Licensing is concerned as this can cause the spread of germs and cross contamination.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Licensing observed there are a variety of ages currently enrolled in the program, from 12 months to 29 months of age. Based on the group enrolled the children did not have access to indoor or outdoor activities designed to meet the development and care of the various ages or the children that are appropriate for the age and development of the children. The one year old did not have access to any toys or materials when outside. Licensing asked what the child liked and the Educator stated playing music. Licensing recommended to get the child a musical instrument. She provided three small toys for an activity, which the child did not engage with. There were no accessible toys in the outdoor play house. Inside the facility the books are ripped, torn, and need to be replaced. Licensing observed there are limited toys and activities both inside and outside to meet the developmental ages and stages of the children in care.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. The outdoor area is fully enclosed with fencing. This fencing is showing areas that have gaps and are loose. There are also bricks at the base of the fence, which seem to be there due to gap at the bottom of the fencing. While this may be a short term solution, LO is concerned that a curious toddler could get serious injury from the brick or egress through the fence.

    Observation. There is information on children, but it is not consistent, and does not clearly show which children are absent, as there are some children who do not attend everyday, but are on the schedule daily.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. As discussed with the manager, there is ongoing maintenance issues that will require on going attention. Some of the concerns include - Wearing of shelves, diaper area, chipping of paint and areas that are unable to be disinfected. A recommendation is to have a log that is dedicated to maintenance, showing any items that require attention, date noticed and when it is corrected. Some items may take longer to address, while some can be addressed quite quickly. It was also noted that two of the shelving units (over 4 feet) are not attached to the wall and could potentially be a hazard.
