- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. - There was insufficient shade in the Toddler 3 playground. - The gate that separates the Toddler 3 playground from the Toddler 4 playground does not latch on properly. This poses as a hazard to children who may wander off. - The fridge temperatures in two Toddler rooms measured at 6C and 8C.
Corrective action. The Manager will address the contravention.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): A carpet edge in the Preschool 3 room was unglued, which poses as a tripping hazard.
Corrective action. The staff cut out the piece of carpet edging during the inspection.
11020 - CCLR s.13(2) - MEDICATION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. One Epi-pen was observed to have been expired in December 2024. The staff said that the parents are in dicussion with the Doctor and will provide a valid Epi-Pen if the allergy is still ongoing.
Corrective action. The staff will follow-up with the parents and obtain a valid Epi-Pen if the child's allergy is still ongoing.
16080 - CCALA s.7(1)(b)(i) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Earthquake evacuation drills were not being conducted and recorded.
Corrective action. The staff said evacuation drills will be conducted yearly and will be recorded.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. One care plan did not have a recorded review date. The staff said that the parents are reviewing the allergy with the Doctor and will update the facility.
Corrective action. The staff will review the care plans annually with the parents and any person requested by the parent.

Corrective action. The Manager will lock the cabinet.

- RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Care card numbers were not obtained for 2 children's files. The Manager said that this information was obtained upon enrollment but the facility has recently changed their forms. The Manager could not locate the care card numbers for the children's files. Licensing suggested using the Fraser Health registration forms as this would include all required information by the CCLR and would be on one form.
Corrective action. Please ensure children's files are complete as per required by the CCLR.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for two staff.
Corrective action. Please ensure staff files are complete.

11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. ECE certificates were not posted for most staff in the programs. The Manager explained that they are in the process of creating coloured copies of the certificates and these will be posted in the programs once completed.
Corrective action. Please ensure ECE certificates are posted in a prominent place.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. One child was not signed in in the Infant 1 program and one child was not signed in in the Toddler 4 program.
Corrective action. Please ensure that daily attendance is recorded for each day including the time of arrival and departure.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. A criminal record check from the Criminal Records Review Program was not obtained for one staff. An RCMP check was available and education was provided on obtaining the required CRC.
Corrective action. Please ensure staff files are complete as per the legislation.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - During a walk through of the Toddler program, there were multiple backpacks by the door. The manager explained that these are usually stored in the cubbies. These backpacks can pose as a tripping hazard in the event of an emergency. - The washroom in the same program had a big bin of children's rubber boots and part of the nap room was being used for storage. - There was a hose that was unraveled in the playground which children had access to.
Corrective action. Please ensure items are put in storage and the play area is free of tripping hazards.

Observation. Emergency supplies were available in all of the classrooms. It was observed that some children only had one water bottle in their packs. This would not be sufficient for 72 hours. When asked about food and water for staff, the manager explained that there is extra food in the kitchen as well but water supplies will need to be acquired.
Corrective action. Please ensure that there is an emergency plan that sets out procedures to parepare for, respond to and recover from any emergency.
