A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): There were multiple lids from the toy bins that were cracked in the preschool/school age program.
Corrective action. The Manager removed the lids.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. One of the 30 months to school age programs has been combining with the under 36 months program at the beginning and end of the day.
Corrective action. The Manager is to submit a compliance plan.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that some of the fire extinguishers were not serviced annually, the facility had 3 different dates with one expired.
Corrective action. The licensee said that before they were closed in August, she had an inspection and those should have been changed for next year. She will make sure to call them and get all of them to reflect the same date and ensure they've been serviced.

Observation. Some of the children's bedding were stored together on top of the mats in one of the 30 months to school age programs.
Corrective action. Please ensure bedding is stored separately.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed 4 staff files and observed that a record of immunization status was missing for one staff.
Corrective action. Please obtain, from all staff, a record of their immunization prior to employment.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. During inspection Licensing observed two separate sections of the outdoor fence were missing wooden slats with a noticeable large gaps showing the neighbour’s backyard and there was a wide opening underneath the chain link fence.
Corrective action. Please ensure that the outdoor play space is fully enclosed to ensure children are free of harm.
11160 - CCLR s.16(3)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed: -In the infant and toddler room the diaper change pad had a tear exposing the foam underneath it which cannot be sanitized. -In the outdoor play used for 30 months to school age a child was playing with a metal chain attched to the chain link fence.This was corrected during inspection as staff made the chain inacessible to children.
Corrective action. A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The Licensing Officer reviewed five staff files and observed: -One staff file had no evidence of a valid criminal record check. Discussed with the manager that this staff cannot be alone with children until valid criminal record check is received. - One staff's criminal record check had recently expired. This is a repeat contravention from routine inspection # SMIA-C3MVD8 dated 3 June 2021.
Corrective action. Please ensure that all staff have a current record of a criminal record check located in the community care facility. Please send written confirmation when criminal record checks are received.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. 1 staff's certificate has not been verified through the Early Childhood Educator Registry.
Corrective action. Please ensure that any staff that hold ECE/ECEA certificate issued by the ECE Registry is verified through ECE registry.This is a repeat contravention from routine inspection # SMIA-C3MVD8 dated 3 June 2021.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm. Observation (CORRECTED DURING INSPECTION): During inspection licesning observed on three separate occasions that the entrance gate to the facility was not secured. Licensee shut the gate each time and mentioned that a plan will be put in place to ensure that the gate is shut securely upon entrance and exit.
Corrective action. Please ensure that the entrance gate is enclosed to ensure children are free from harm.
11160 - CCLR s.16(3)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection licensing observed: -Several outdoor toys had accumulated rain water. Licensee emptied the two outdoor sand tables and play kitchen with standing rain water. -Inside the outdoor play house used for infants and toddlers an exposed water pipe and gardening fabric was visible, posing as a tripping hazard.
Corrective action. Please ensure that a healthy and safe environment is provided at all times.
