    Observation. The Licensing Officer observed a plastic table with a crack in one corner which could pose a pinching hazard to children's fingers. The Licensing Officer observed climbing equipment which did not have the recommended six foot clearance from other pieces of equipment. This could pose a fall hazard for children. The Licensing Officer observed the wooden lid on a sandbox and a wooden planter in poor repair. Both pieces of equipment had splintering wood which could pose a hazard for children. A plan to ensure all equipment children have access to is safe and in good repair is required by the follow up date.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. The Licensing Officer reviewed staff records and found the following: - one staff was missing a record of their work history - one staff was missing evidence that the person has complied with the Province's immunization program A licensee must not employ a person in a community care facility unless the licensee has obtained all of the required documentation in Section 19. A plan to ensure staff records are complete prior to a person being employed is required by the follow up date noted.

    Observation. It was alleged that a child was left unsupervised in the outdoor play space. There was a review of the facility's Supervision Policy. Interviews were conducted with the manager, the licensee and a staff member, and it has been concluded that the staff were not following the facility's Supervision policy. The facility is found to be in contravention of Child Care Licensing Regulation : Section 56 Community care facility records and policies, and therefore the complaint is substantiated.

    Observation. It was reported that as a result of the facility not providing a hat or other protective measures from the sun, a child experienced adverse effects to sun and heat exposure during an outdoor community field trip. It was confirmed that the facility does not have a system to ensure sun safety strategies prior to children leaving on a field trip. This complaint was substantiated by interviews with staff and parents. It was reported there were no measures in place to ensure a cooler to store lunches in extreme heat maintained a food safe temperature. This allegation was confirmed by the child care facility manager. As a result of the investigation, non-compliance to Section 13 (1) Environment of the Child Care Licensing Regulation is substantiated. It was alleged that the children are made to sleep outdoors for naptime and not allowed inside. Licensing confirmed the facility has a dedicated indoors sleeping area with a regularly scheduled naptime, and provides flexibility in scheduling to meet the individual needs of children. As a result of the investigation, non-compliance to Section 44, Program of Activities is unsubstantiated.
