    Observation. The resilient surfacing under the fixed climbing equipment at both outdoor play areas did not meet the recommended depth of 15-30cm. Not providing adequate resilient material under fall zones increases the risk or serious injury. Submit to licensing by September 17, 2025, confirmation that the resilient surfacing is sufficient.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. It was discovered that one employee had an expired criminal record check on file from the Criminal Records Review Program. It is a requirement that all staff have this type of clearance prior to working with children to ensure safety. A current criminal record check was provided. The ECE certificate of one staff has not been verified through the BC ECE Registry. This is required to ensure validity of all certificates. Confirmation of ECE certificate validation was provided.

    Observation. Several child files were missing withdrawal dates. Withdrawal dates confirm when a child stopped attending a community care facility. Submit to licensing by September 17, 2025 evidence of completed child files.

    Observation. It was observed while reviewing staff files in the School Age Care on School Grounds program, that all staff files were missing evidence of immunization status , and one staff file was missing evidence of qualifications. Please ensure all staff files are current and complete as per Section 19 of the Child Care Licensing Regulation.

It was observed while reviewing children's files in the Preschool Program that several files are missing information such as immunization status, care card information, doctor name and contact information and signatures. It was observed while reviewing children's files in the School Age Care on School Grounds program that one file was missing an enrolment date. Please ensure all children's' files are current and complete.

    Observation. It was observed in the rooms providing School Age Care on School Grounds, that spray bottles of a cleaning product were left on a shelf that was accessible to children. Staff removed to a more acceptable storage location during the inspection. Please ensure that any product or substance that may be harmful to children be stored well out of reach.

    Observation. It was observed in the School Age Care program that there is no system in place for the regular cleaning of surfaces and high touch areas and the staff were not able to identify a system in place for the regular sanitizing of toys and equipment.

    Observation. It was alleged that the staff person spoke about a child's developmental struggles in front of the child and the other children in the room, to another adult that was not the child's parent or guardian. The staff person confirmed she did this and therefore the allegation is Substantiated. This is a contravention under Section 52 (1) (c) of the Child Care Licensing Regulation. It was alleged that the staff person grabbed a child by the arms and forced them into a sitting position. This allegation was found Unable to Substantiate. As a result of this investigation, the licensee acknowledged they have never made the facility's Behavioural Guidance Policy available to the staff person. This is a contravention under Section 51 (1) (b) of the Child Care Licensing Regulation.

    Observation. It was alleged that the staff person yelled at a child during circle time. This allegation was found Unable to Substantiate.

    Observation. A criminal record check from the records review program has not been obtained. The facility only holds a criminal record check from the employee's other employer. This criminal record check will be accepted in the interim while the licensee applies with the ministry for a sharing criminal record check for the employee. Please ensure this is done immediately and provide licensing with a copy.

    Observation. Children's files missing doctor's name. If a family has no doctor, then please consult with them where they would normally go to seek treatment (i.e.. a walk in clinic). Attendance records missing time in/time out information. Please ensure both morning and after school programs indicate the time in and the time out for each child. No minor incidents reported as it appeared through discussion that staff did not know what qualified as a minor incident. Please review Section 56 (1) (f) of the Child Care Licensing Regulation.
