    Observation. The loose gravel fill is low in many places revealing a hard packed ground, the loose fill over this hard pack makes the gravel very slippery and it has limited effective resiliency. The gate out to the road was open, no self closing mechanism is present. The area around the Hydro meter has broken sections to the wire closure. No gate is present at the bottom of the stairs to the church. The underside of the stairs is accessible to children.
