  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. Heavy items were observed on tall shelves in the children’s cubby room, creating a potential falling hazard.

  Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

  Observation. Licensing observed that during group story time, one child was seated in a highchair, while the other children were moving freely. A discussion occurred with the Manager regarding this current practice. Based on the child’s age and developmental stage, this practice does not align with the Child Care Licensing Regulation, Section 44 and Schedule G. The Manager stated they will review this practice and make adjustments to align programming with regulatory requirements and to support the developmental needs of all children in care.

  Observation. At the time of the inspection licensing officer learned that active staff were not provided with the facility's behavioral guidance policy.

  Ground Surfacing: Equipment is not installed over concrete, asphalt or other hard surfaces. [Director of Licensing Standard of Practice - Safe Play Space]

  Observation. Licensing noted a small slide was placed over concrete. Some small foam tiles were placed in front of the slide for landing on.

  For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

  Observation. The licensee had a care plan on file for a child. The licensing officer was informed that the child's medical condition had changed but the care plan was not updated.

  Licensing is notified within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H or has a reportable communicable disease. [CCLR Sec.55(2)(a)(b)]

  Observation. At the time of this inspection licensing officer was informed by the licensee and two other staff present of a reportable incident that involved two children and a staff that no longer is employed at the facility. The manager learned of the incident on July 17,2024 from the children that were involved in the incident and informed the licensee on July 18,2024. Licensing was verbally informed of the incident on July 23,2024 during the inspection. No written record was available. Licensing requested a reportable incident. Staff informed that ECE Registry was informed of the incident,however were not aware that the incident is reportable to licensing. Licensing officer reviewed with the licensee,manager and support staff CCLR Schedule H and provided an incident report form via email.

At the time of this inspection licensing officer was informed by the licensee and two other staff present of a reportable incident that involved two children and a staff that no longer is employed at the facility. The licensee and the manager have not notified the children's parents of the incident.

  Observation. LO noted one child record was missing the medical practitioner name and contact.

  A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

  Observation. Licensing noted that one ECEA staff file had no validation record.

  There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

  Observation. Fire extinguisher expired September 2023. Ensure the extinguisher is serviced and tagged. 72 hours of food and water has been gathered and kept in the facility.

  Observation. LO noted fire extinguisher was not serviced.

  Observation. Licensing officer noted visible debris and stains were present on the carpet in the nap room and several children's supplies were stored by the garbage bin without a lid in the recessed undersink cabinet LO observed : -compost stored in a paper bag in the fridge -the second door lock latch on the main door was taken a part and not in use. -the door lock towards the storage room in the nap area was damaged -baseboards in nap room had grime
