    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Although the fire drill log for the months of February & March 2026 were shown to Licensing, the fire drill log for the month of January 2026 could not be found by staff and could not be shown to Licensing (though they said it has been completed). This item is a repeat contravention on routine inspection report #MZIN-D8U8UY on 04/Sep/2024.

    Corrective action. Ensure that monthly fire drill logs are recorded and readily available.

  • LICENSING

    A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

    Observation. Licensing observed that the name of the facility manager was not displayed in the classroom / facility.

    Corrective action. Ensure that the name of the facility manager is displayed in a prominent place in the facility.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing observed that the water in the emergency bag located in the classroom had an expiry date of Oct. 2013.

    Corrective action. Ensure that the items in the emergency bag are replenished and that the items are not expired. In an event of an emergency, the items in the emergency bag are essential for children. The emergency bag should also be taken when completing the yearly emergency drill.

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Licensing observed that there were no records for the fire and emergency drills. During the inspection, the facility manager said that fire drills have not been completed and practiced with children since October 2023, and that the facility was not aware of the yearly emergency drill.

    Corrective action. Ensure to record and complete with children the monthly fire drills and the yearly emergency drill. When completing these drills, items such as the first aid kit and the emergency bag should also be brought by staff.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

    Observation. Upon observing past children's attendance sheet records and the one from today, Licensing discovered that absent children are not indicated in the daily attendance sheet record. The facility manager showed Licensing a second record for children's attendance electronically, though absent children were not indicated.

    Corrective action. Ensure to indicate daily on the attendance sheet record, the children who are absent.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency. Observation (CORRECTED DURING INSPECTION): Licensing observed that three children who were present during the inspection had no photographs / digital images of themselves on file. Licensing discussed with the facility manager the importance of having photos of all children, particularly in case of an emergency for identification purposes.

    Corrective action. The facility manager took photos of children during the inspection. Ensure that the facility has photos of each child in care and that the children's files are all complete.

  • STAFFING

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

    Observation. Licensing observed that two certificates (ECE & ECEA) were not validated / verified by the system maintained by the early childhood educator registry.

    Corrective action. During the inspection, Licensing showed the facility manager the website online for validating the certificates. Ensure that ECE & ECEA certificates are validated, and that this is recorded and included on file each time a certificate is received.
