    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. In the outdoor play area, Licensing observed one of the storage bins with multiple cracks and duct tape that is not longer secure.

    Corrective action. Please ensure these cracks are addressed in a secure manner and/or the storage bin is replaced.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Located in the area where the children exit the building to access the outdoor play area licensing observed a bucket with ice melt which was accessible to children in care.

    Corrective action. Due to the recent winter weather ice melt was being used to mitigate the icy conditions. Ice melt must be stored out of reach of children. Once this issue was brought to staffs attention the item was placed in a storage area during the inspection.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The facility has 3 rooms from which child care is being provided. Licensing observed microwaves stored on top of the full sized fridges in rooms #1 and #3. Licensing observed staff using the microwaves to reheat children's lunches.

    Corrective action. The microwaves are not secure and there is the potential for the appliance to fall onto a child and/or staff. Additionally there is the potential of an individual receiving a burn when removing items from the microwave as the individual needs to reach above their head to access the microwave.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: - room #1; a child's blue IKEA chair is in need of repair or replacement. The front portion of the chair's seat cushion is ripped exposing the inner material of the seat cushion. - in the outdoor play area the wooden deck and top of wooden fence railings have peeling paint. - various bikes located in the outdoor play area have significant amounts of rust.

    Corrective action. Ensure all items accessible and/or used by children are in good repair and free from hazards. The seat cushion is no longer cleanable. The peeling paint and rust are potentially harmful to children and needs to be repaired or replaced.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During the inspection of the washrooms designated for school age children Licensing noted 2 stalls were fitted with shower curtains. In discussion with the Manager the washroom doors to the stalls were removed as the doors were closing on children's fingers and replaced with shower curtains. The curtains were intended to provide a sense of privacy for the children. The curtains were being laundered/cleaned on a monthly basis. Licensing noted children's water bottles being stored in a manner that the bottles were touching each other. There is the possibility for cross contamination with this practice. The intent is to allow the children to have access to water as needed. The children also refill their own bottles via a water dispenser.

    Corrective action. Licensing discussed with the Manager and staff the intent of having doors on washroom stalls, particularly for school aged children, is to provide children with privacy during times of attending to bodily functions. This is particularly important due to the ages of the children using the washrooms. Use of shower curtains, particularly during the current pandemic, is not reasonable from a sanitizing perspective. The curtain would need to be laundered/sanitized on a regular basis and not once per month. The Manager will remove the curtains and install the doors. Until such time as this can be implemented Licensing recommended removing the curtain and having one child at a time use the washroom. Licensing discussed with staff storing water bottles in a manner that the spout of the bottle is covered when not in use. Licensing also discussed with staff the potential of the water dispenser being cross contaminated if water bottle spouts are touching the dispenser. Staff said they would provided additional space for the water bottles and staff would refill the children's water bottles as needed. This item was to be corrected by April 30, 2020.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (b) has the personality, ability and temperament necessary to manage or work with children.

    Observation. There are 3 new staff employed since the previous routine inspection. Licensing reviewed these 3 staff files and noted that none of the files demonstrated that the staff references were verified. In discussion with the Manager the references were reviewed but not contacted.

    Corrective action. In order to demonstrate staff have the personality, ability and temperament to work with children the Manager will need to develop and implement a system that demonstrates they have verified the references. This may be done by contacting the reference via email or telephone and making note of the date when this occurred and the initials of the person completing the reference check. The Licensee and/or Manager may implement this process or any other of their choosing.
