    Observation. Facility staff had given naps to a child in care after the parent had provided special instructions that the child does not nap.

    Corrective action. The manager has reviewed their systems for communicating with parents about special instructions and will be developing a system for ensuring special instructions are followed by staff.

    Observation. Inappropriate behavioral guidance was used when a staff yelled at children and pulled a child by the arm and when another staff had filmed child's behaviors.

    Corrective action. The manager has reviewed the behavioral guidance policies with the staff to ensure they understand the guidance practices at the facility.

    Observation. Criminal Record Check was obtained but expired in 2022 for one employee.

    Corrective action. While licensing was on site manager has filled out the application for CRC and will be faxing the paperwork immediately.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. During the routine inspection it was observed that two different service type programs (preschool and extended day program) were mixed in one group in one room. This issue has been discussed with the manager by two other licensing officers. Education and guidance was provided in the past by previous licensing officers via telephone, email and in person regarding Schedule E.

    Corrective action. Please ensure that the children attending the community care facility are divided into groups as per the Schedule E.

    Observation. During the routine inspection 10 children's files were reviewed and 3 children's files were missing a photo. The manager said that she is still waiting for the parents to bring in the photos.

    Corrective action. Please ensure all children's files are complete.

    Observation. During the routine inspection 3 staff files were reviewed and one staff file was missing a CRC. A share form was observed on file but the Shared CRC was not on file. Manager said that the Shared CRC might be at the main office.

    A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E.

    Observation. At the time of this inspection, the Preschool and Group 30 Months to School-Age was combined in the outdoor play area. The Manager advised that she was not aware this was not permitted.

    Corrective action. Ensure service types are not combined for outdoor play.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. A today's inspection, it was noted in both classrooms, that cords are not secured (fans). Concerns is for potential trip hazards. Manager advised that the fans will be removed.

    Corrective action. Ensure equipment and furnishing are free from hazards.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. At the time of this inspection, there were 14 children in the Preschool and 2 staff. Child Care Licensing Regulation (CCLR) requires certification for 1 Early Childhood Educator (ECE) and one Early Childhood Educator Assistant (ECEA) for a group of this size. The Manager advised that this individual may have applied for her Early Childhood Education Assistant certification and currently is qualified under Child Care Licensing Regulation as a Responsible Adult (R.A.). Documentation for R.A. was not found in the staff file.

    Corrective action. Ensure the required certification is on file as needed for all programs and advise Licensing as to whether this staff person has applied for her ECEA. While waiting for the ECEA certification, the Licensee may apply for a staffing exemption to permit an R.A. to work in place of a ECEA.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. At the time of this inspection, although emergency supplies were available, the supplies were not easily accessed. Refer to the introduction section of this report.

    Corrective action. Ensure supplies are easily accessible and transportable, if needed, in the event of an emergency requiring evacuation.

    Observation. A review of some children's records did not indicate the arrival and departure time. It is acknowledge that for Preschool the hours are set, however, as discussed there may be times children may arrive or depart at hours outside of the set hours.

    Corrective action. Ensure a system is established to indicate arrival and departure times for children who may arrive or depart outside of the set hours.
