    Observation. An incident report submitted by the facility on July 8, 2026, indicated that a child was left unsupervised for approximately 2 minutes. According to the report, the child exited the program space and the front door of the building and was found in the roped off parking lot where the group had been having a "bike day" activity. Children must be supervised at all times to ensure their health, safety, and well-being. Licensees are responsible for maintaining effective supervision practices and accurate accountability procedures during all transitions and throughout the day. Provide a written response by July 31, 2026, outlining the corrective actions implemented to prevent a recurrence of this incident and to ensure ongoing compliance with supervision requirements.

    Observation. An incident report was submitted to Licensing on July 8, 2026, regarding an incident that occurred on July 3, 2026. The report was not submitted within the required timeframe. Reportable incidents must be reported to Licensing within 24 hours of their occurrence, in accordance with legislative requirements. Timely reporting is essential to ensure appropriate regulatory oversight and to support the health, safety, and well-being of children in care. Ensure all reportable incidents are submitted to Licensing within the required 24-hour timeframe. Provide a written response by July 31, 2026, outlining the corrective actions implemented to ensure ongoing compliance with incident reporting requirements.

    Observation. The Licensing Officer noticed a practicum student's purse in a program room accessible to the children in care. Children having access to staff personal belongings may increase the risk of hazards and accidents. The Manager relocated the purse to the office and informed the practicum student about appropriate storage for personal items. The Licensing Officer confirmed that this issue was addressed during the inspection, and no further action is necessary.

    Observation. The Licensing Officer examined a child's care plan in use by the facility and found that the compliance documentation was incomplete. Accurate records allow for evaluating intervention effectiveness, adjusting plans as needed, and ensuring staff and professionals stay informed about the child's behaviors and strategies. They also promote clear communication with parents and guardians, enhancing their understanding of the child's behavior and support methods. Submit to Licensing by May 12, 2025 a plan outlining how the Licensee will ensure that staff consistently document in the care plan log any modifications to the activity program, as well as any behavioral guidance provided to the child, including the outcomes of such interventions.

    Observation. During the inspection, one tap located in the washroom designated for the children in care was tested and found the temperature of the water to be higher than 49 degrees Celsius. The Manager was informed during the inspection. Submit to Licensing by the follow up date requested the corrective measures taken by the Licensee to ensure the health and safety of children in care.

    Observation. The name of the manager was not displayed in the facility. This was corrected during the inspection and no further action is required.

    Observation. Licensing observed children eating lunch in the program room. The large window in the room has no covering and the heat and light coming through during that time of day was visibly disturbing the children. Being able to control the lighting in the room will also assist when children are having rest or quiet time.

    Observation. Licensing previously provided resource material to the Licensee during the application process in April 2022. The Licensee must test the air quality in the facility during the winter months (November 2022-April 2023). Ensure the test is at least 3 months in duration and submit to Licensing Direct the test results once received.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Licensing reviewed with the Licensee staff records and found some required information to be missing. Licensing provided a resource tool via email to the Licensee to assist in developing a system for ensuring staff records are complete and up to date.
