Observation. Food in the emergency supplies was found to be expired and insufficient for 72 hours. Water for the emergency supplies is stored seperately and is not reasonably accesible in an emergency.

Corrective action. The manager will ensure that sufficient non-expired food and water is available and immediately accesible in an emergency

Observation. One criminal record check was not available and one criminal record check was not site specific.

Corrective action. The manager said the criminal record checks will be obtained

Observation. Licensing observed one dish cloth being used for drying hands by all children in care. This was discussed with staff at the time of inspection.

Corrective action. Staff to implement appropriate hand hygiene practices.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Licensing observed a Responsible Adult working in the Group Child Care (30 Months to School Age) program.

Corrective action. Staff to review staffing schedule with Licensee.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed one of the bathrooms is inaccessible due to the amount of equipment and supplies stored. - Licensing observed that the refridgerator had a temperature of 6.4 degress Celsius. Staff confirmed it is used for the GCC (30 months to SA) program.

Corrective action. Licensee must ensure that a healthy and safe environment is provided at all times while children are in care. - Licensee must ensure that the fridge temperature is under 4 degress celsius.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Staff did not instruct children to wash hands prior for snack and the tables were not disinfected.

Corrective action. Ensure that children wash their hands before/after meals and maintain health and hygiene practices throughout the day.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. Licensing observed the facility advertises as a preschool.

Corrective action. Licensee must ensure that they advertise for the care programs offered.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Fire Extinguisher has been overdue for annual service. Licensing observed the fire extinguisher was expired. - Licensing reviewed the emergency kits, the kits had expired food and there was not enough water for 72 hours for each child.

Corrective action. Licensee must ensure that the fire extinguishers are serviced annually. - Licensee must ensure that all emergency kits have enough supplies, food, and water that is not expired.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing observed that the children were not signed out of the Group Child Care (30 months to SA) program on February 13, 2024.

Corrective action. Licensee must ensure that all children are signed in/out daily.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. The staff disclosed they have a log book but it's not being used.

Corrective action. Licensee must ensure that the log book is being used to record minor accidents, illnesses, and unexpected events.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed 3 staff files; 2 do not have CRCs from the Criminal Records Review Program (CRRP). They have RCMP police checks.

Corrective action. Licensee must ensure that all staff have a CRC obtained through the Criminal Records Review Program.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Licensing observed 3 staff files; 1 did not have a current proof of validation.

Corrective action. Licensee must ensure that all staff files are complete and regularly checked for changes.

Observation. LO observed and discussed the following with staff today: -TV within the room is not properly installed; is resting against the wall and its accessible to the children, posing fall hazard.

Observation. Care plan for a child with support, is not developed.

Corrective action. Ensure that each child requiring extra support has a care plan created.

Observation. There are toys and supplies stored in the children's bathroom within a close distance to the toilet, and with a baseball bat located leaning on the toilet.

Observation. There was no Early Childhood Educator scheduled to work in the Group Child Care (30 months - school age) program. This is a repeat contravention.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

Observation. Copies of any diplomas, certificates or other evidence of the person's training and skills were not obtained.

Corrective action. Ensure that a copy of persons training and skills is obtained.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one employee.

Corrective action. Ensure that immunization status is obtained

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Staff person was able to locate where emergency equipment is stored but was unable to locate the supplies for the facility.

Corrective action. Ensure that each employee is trained in the implementation of the emergency plan.

Observation. A record of the person's work history was not obtained for one employee.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed: - a water fountain was located inside the classroom with the water along the edges slimy. - Drano was located next to a toilet -toys and supplies were being stored in a bathroom, limiting the access to the sink and within a short distance to the toilet.

Corrective action. Ensure a healthy and safe environment is provided at all times.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. It was observed that the Group Child Care (30 months - School age) child was not picked up prior to Group Child Care (School age) children being in care. It was also observed that there were 22 children in care today, 24 Children yesterday and 22 children September 21, 2022. The staff have made Licensing aware that their secondary location was unavailable and other locations the facility put forward of the gym and the library were also not available for use. The maximum number of children the facility had space for was 20.

Corrective action. Ensure that children are divided into groups with each group having no more than permitted in Schedule E.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. It was observed that there was no early childhood educator scheduled to work in the group child care (30 months to school age). Staff was a responsible adult.

Corrective action. Ensure that the ratio of employees to children is no less than permitted in Schedule E.

Observation. LO observed and discussed the following with the Manager today: Hand Hygiene: Children are using their own hand towel from home to dry their hands after each hand washing. These hand towels were being re-used throughout the day and stored in each child's cubbie. This does not promote healthy hygiene practice. LO discussed about few different options today, e.g. hand dryer, disposable paper towel, single use hand towels).
