A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. LO observed three gas cans, with a strong odor of gasoline, located in the stairwell leading to the lower level of the home. There was no child lock on the door, therefore making them accessible to children in care.

Corrective action. Licensee stated the gas cans would be removed from the home.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. LO reviewed all criminal record checks (crc)’s for persons ordinarily present or living in the home; one crc for a person living in the home had been obtained through the RCMP and should be obtained through the Criminal Record Review Program.

Corrective action. Licensee stated a crc would be obtained through the Criminal Record Review Program for one individual living in the home.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): One child did not have a copy of medical insurance plan number. A copy was provided to the Licensee during the inspection

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact. Observation (CORRECTED DURING INSPECTION): One child did not have the name and contact number for a medical practitioner. A copy of the name and phone number was provided to the Licensee during the inspection.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. No written documentation on when the emergency plan was practiced last. The Licensee was unaware of the date of the last drill.

Corrective action. Ensure that the emergency plan is practiced at least once per year.

A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.

Observation. Licensing observed that there was no programming evident - such as art, music/movement, etc. Manager stated that she sometimes does programming on special occasions and engages children in circle time.

Corrective action. Licensee agreed to increase opportunities for programming as per schedule G.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 1 of 7 children's files missing their medical practitioner.

Corrective action. Licensee will ask parents for information on medical practitioner.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. 1 of 7 children's files reviewed, one child is missing their MSP #. Licensing discussed with the licensee to develop a system of following up with families with missing information and record that in the child's file.

Corrective action. Licensee will ensure all files are up to date.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. A child was not signed out on November 1, 2023.

Corrective action. Licensee will ensure all children are signed in/out daily.

A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

Observation. Licensing observed 2 cribs that are no longer considered to be safe.

Corrective action. Ensure that all equipment, furniture and supplies are of sturdy and safe construction.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. While inspecting the outdoor space, Licensing observed the following: -loose fence board with hole that children can access -insufficient amount of pea gravel under the swings and around the play structure, which now exposes the netting underneath the pea gravel -exposed nails on wooden barrier that goes around the play structure -the same wooden barrier is loose and no longer upright causing a potential tripping hazard to children

Corrective action. Please ensure that a healthy and safe environment is provided to children at all times

A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.

Observation. During snack time, Licensing observed the licensee serve snack to children one at a time in which the licensing would go into the kitchen, get one child's snack, then bring the child's snack into the next room where children were eating. As per the licensee, she serves snack this way because children's lunch kits are stored in the kitchen and their items in the fridge. Licensee states that when she is in the kitchen, she is always listening to the children. Licensee also states that she serves snack to the youngest child last in order to supervise him when he eats.

Corrective action. Ensure that children are always supervised while consuming food or drink.

A licensee must keep (b) in any other case, all criminal record check results and character references for the entire time that the subject of the criminal record check or character reference is ordinarily present on the premises.

Observation. CRC was not available for review for one of the family members residing in the home.

Corrective action. Ensure that CRC is obtained for person who is ordinarily present on the premise.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Bathroom: air freshener spray bottle placed besides the wash basin; this spray bottle was accessible to children.

Corrective action. Please ensure that a healthy and safe environment is provided to children at all times.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. Valid CRC is not available for a person over the age of 12 who is ordinarily present on the premise.

Corrective action. Please ensure to obtain valid CRC clearance letters for any one over the age of 12 residing or who is ordinarily present on the premise.
