• HYGIENE AND COMMUNICABLE DISEASE

  A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.

  Observation. There is no diaper changing surface available.

  Corrective action. Ensure a sturdy surface for changing diapers is available.

• MEDICATION

  If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

  Observation. a child has medication form and medication that does not direct staff how, when, or the amount of medication is needed.

  Corrective action. Ensure that the medication is administered in the amount and at the time specified by the parent or the care plan

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. There is insufficient food and water to respond to and recover from an emergency for the capacity of the facility.

  Corrective action. Ensure that the emergency plan to respond to and recover from an emergency is up to date, including having food and water.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.   Observation. 1 certificate was not validated

  Corrective action. ensure that each certificate is validated.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. 1 employee has an expired criminal record check

  Corrective action. Ensure that each employee has a valid criminal record check.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Licensing reviewed 6 children's files and noted that 3/6 files were missing an immunization status. The Manager stated that she will update the files to reflect the information collected from families. Licensing discussed with the Manager that a notation of whether the child is immunized or not at this time is sufficient.

  Corrective action. Please ensure that all files contain information on whether the child is immunized or not.

  A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.

  Observation. A child's medication was accessible to children in care.

  Corrective action. Ensure that any child's medication is not accessible to children in care.

  The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

  Observation. 3 staff files were reviewed; 1 staff CRC was expired.

  Corrective action. Ensure all staff files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. LO noted and discussed the following with staff: - Playground is checked everyday, but there's no system to log inspections, maintenance and repairs - A nail sticking out from the white shed - A 6 inch gap under the fence

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following items were noted within the outdoor space: - Broken plastic slide (locking support) was accessible and used by children - All plastic toys and furnitures to be washed - Wooden landscaping ties started to rot and lean; slippery surface

  Corrective action. Please ensure that furniture, equipment and fixtures within the facility are clean and in good repair.
