A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. a plug with multiple cords plugged in was accessible with dangling cords near children play area with the potential to injure a child with hot water kettle. A photo was taken and provided to the facility.

Corrective action. Ensure that the cords are inaccessible to children in care.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Consent to contact a medical practitioner or ambulance was unavailable

Corrective action. Ensure that you have in writing consent to contact a medical practitioner or ambulance for each child.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Two children who require care plans did not have one developed in consultation with the parent or any person requested by the parent.

Corrective action. Ensure that each child who requires a care plan has one developed

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

Corrective action. Ensure that children records are current for each child.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. eight children were in attendance and eleven children were signed into the program. It was discussed to ensure that accurate departure time is maintained

Corrective action. Ensure that time of departure is recorded.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for two employees.

Corrective action. Ensure a record of person's work history is obtained for each employee

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Ensure immunization status is obtained for all employees

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. three certificates were not verified by the system maintained by the early childhood educator registry

Corrective action. Ensure each certificate is verified by the system maintained by the early childhood educator registry

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

Observation. A minimum of two character references were not obtained for one or more volunteers.

Corrective action. Ensure each character references are obtained for volunteers.

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. LO observed and discussed the following with the Manager: The temperature in the main play area is not suitable for the children to play and sleep comfortably. Although the facility has a portable AC unit, it does not cool down the room enough to provide sufficient coverage.

Corrective action. Ensure that a healthy and safe environment is provided at all time while children are in care.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Washroom's water temperature measured 54.1 degree Celsius.

Corrective action. Ensure that children have no access to heated water over 49 degree Celsius.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Children are not using single use towels to dry their hands after hand hygiene.

Corrective action. Ensure that single use towels are provided to the children to dry their hands.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Manager names was not posted onsite.

Corrective action. Ensure the manager's name is posted in a prominent place within the facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Fire drills were not practiced and recorded for Feb, Mar, Apr 2023.

Corrective action. Ensure monthly drills are praticed with the children and recorded accordingly.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. No emergency supplies are available onsite. First Aid kit was not easily accessible.

Corrective action. Ensure to have sufficient supplies onsite in case of an emergency.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

Observation. 3 children files were reviewed; 1 child's file was missing onsite for review.

Corrective action. Ensure all children's files are complete and available for review.
