- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - In all rooms chairs are stacked with the concern that they may fall on children. -The infant room tables were pushed into the cubby area making it inaccessible to children and the usable floor space and table space was not available. -The infant room had a vacuum located beside the toilet. -there was a ladder and emergency equipment, and a air freshener accessible to children in care. The bathroom is included in the floor plans for use of children. -The toddler room had toys stored in bathroom -the infant fridge used for bottles did not have a thermometer for the staff to ensure correct temperature. -the gates latches in the infant toddler playground are at child height with the concern that a child could open it and be on the road. -in the 3-5 classroom there is exposed wiring beside the door to the infant toddler playground. -diaper cream was stored on top of the toilet in the infant room -first aid kits contained medicated wipes. -the fire/ electrical panel located in the sandbox area of the 3-5 playground for the building is beeping constantly.
Corrective action. Ensure that a healthy and safe environment is provided.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed the following: -the shelves in the toddler bathroom becoming unattached to the wall with many heavy items on top. -The infant toddler playground climbing structure was cracking and looked as if it had been repaired with tape in the past but the tape has come off. -The dome climber in the 3-5 playground was unstable and duct taped at the top. -The tire structure in the 3-5 playground had protruding screws throughout. This was cited in the last routine inspection. -Water was pooling in the tire structure in the 3-5 playground.
Corrective action. Ensure that the equipment, furniture and supplies are of sturdy and safe construction, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - PROGRAM
A licensee must, in addition to care, provide children with opportunities for social, emotional, physical and intellectual growth.
Observation. It was observed in multiple rooms and outside limited amounts of play equipment. Licensing observed in one room 14 different toys and 8 books in one program that was licensed for 12 children. Licensing observed 3 balls and some stepping stones outside in the 3-5 playground, and a few toy ride on cars in infant toddler playground. A conversation was had with the Manager regarding the toileting practices for infant and toddlers. There is no toilet seat accessible for children to attempt potty training and the Manager confirmed they do not provide opportunities in that program for toilet learning.
Corrective action. Ensure you provide a program that provides children with opportunities for social, emotional, physical and intellectual growth.
18002 - CCLR s.43(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (j) a record of any person who is not permitted access to the child.
Observation. There was no record of any person who is not permitted to access the child. The Manager stated they do not have that information on their registration forms.
Corrective action. Ensure that there is a record of any persons who are not permitted to access the child.

Observation. The window sill in the Infant program has chipping paint and exposed drywall. The facility serves food without notification to the environmental health protection. A new copy of the public health referral was provided. The sandbox in the older children playground had standing water on the sandbox cover.
Corrective action. Ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. 1 educator certificate was not posted.
Corrective action. Ensure that all educator and assistant certificates are posted.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. It was observed that children were mixing service types on the playground.
Corrective action. Ensure that children are divided into groups according to schedule E.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. It was observed that there were 6 Preschool children and 10 Group Child Care (30 months- school Age) children on the playground with 2 early childhood educator assistants. It was discussed that the Group Child Care should have 1 educator for every 8 children.
Corrective action. Ensure that the ratio of employees to children is no less than permitted in schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The daily attendance record is not accurate to the times children attended. A number of children do not have time of departure.
Corrective action. Ensure that each child has accurate time of arrival and departure.
