    Observation. One educator's certificate has not been verified using the system established and maintained by the director of the early childhood registry. Incomplete staff files increase risk to children. Submit to licensing by January 29, 2026, evidence the certificate has been verified.

    Observation. One care plan has not been reviewed since October 9, 2024. Care plans must be reviewed yearly to ensure the information contained in the care plan is up to date and relevant. Submit to licensing by January 29, 2026, evidence the care plan information has been reviewed and dated.

    Observation. - Ensure responsible adults have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition. Evidence of this training must be provided in the staff file. Licensing reviewed three other staff files which appeared to be complete with all the required documents.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - The manager indicated that a few child records were missing the name and telephone number of the medical practitioner or applicable clinic. Licensing reviewed other facility records such as attendance, minor incidents log, play space inspection log etc. These record keeping systems appeared satisfactory.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Ensure the sleeping arrangements and bedding is stored in a manner that prevents the spread of communicable disease. - Ensure that children do not have access to any hazardous object including hanging electrical cords and debris found accessible to children in the outside play space. - Ensure any heated water accessible to children is heated to no more than 49° Celsius. - Use zones are the safety zones around the equipment to allow for proper use of the equipment, with adequate space for entering and exiting. Use zones are surfaces under and around equipment, generally extending 6 feet in all directions (for swings, measure 6 feet from the natural arc of the swing's momentum front and back).

    Observation. The original location of the change table in the Group Child Care under 36 months program has been relocated and is no longer next to the wash basin. The wash basin used for hand washing after diapering had dirty dishes in it. The situation was discussed with the manager who stated she will rectify the situation immediately.

  • C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

    Observation. Allegation to Section 52 - Harmful actions not permitted - Unable to substantiate It was alleged that children were subjected to yelling and being physically grabbed on the arm(s) by an employee. Licensing was unable to determine if yelling and grabbing occurred to such a degree that it met harmful actions as defined in Section 52 of the CCLR. The allegation also included a child being denied drinking water (addressed below). Section 51 - Behaviour guidance - Substantiated An employee admitted to speaking in a "loud" voice with the intent to maintain a safe environment within the group of children. The employee also described an isolated incident of physically stopping a child from potentially hitting another child with an object by accident. The same employee admitted to telling a child that if a water bottle was not provided from home, water would not be provided at school. The employee ultimately provided water to the child in a glass.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. On June 7 & 8, 2021 the manager provided licensing with employee files via email. One employee's file did not have criminal record results or evidence of training. The manager rectified the situation immediately by removing the employee from working in the facility. This employee was replaced with an appropriate staff as required.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. Allegation to Section 13 - Environment -Substantiated The following is a list of concerns. The list also contains the outcomes that are based on the Licensing Officers site inspection and employee interviews. Lack of resilient surfacing under the slide areas (two different playgrounds) - confirmed Lack of cleaning/disinfecting within the facility - confirmed Lack of Shade - unable to confirm. There were large umbrellas and pop up tents available for use. It was suggested to the licensee to assess the situation during extremely hot weather to ensure the number of umbrellas and tents are sufficient to accommodate all the children when they are seeking shade. Unsafe wooden structure (potential for slivers) and rock climbing wall has broken plastic grips - unconfirmed - no evidence for potential for slivers as the wood appeared smooth - the small plastic grip had one small piece missing, however, it did not appear to pose a risk to the children No sand in sandbox - sufficient amount of sand available Covid-19 protocols not being followed (no disposable gloves, not wearing masks) - not within Licensing's mandate
