Observation. - Some Early Childhood Educator (ECE) and Early Childhood Educator Assistant (ECEA) certificates are not posted. To promote transparency, certificates for any ECE or ECEA employed to work in the facility must be displayed in a prominent place. *Correct by: May 14, 2026.* Other documents such as the facility licence and the name of the current Manager are posted as required.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - The children have access to spray bottles, which contain disinfectant solution, on the counter. Ensure children do not have access to any substance that may be hazardous. *Correct by: May 13, 2026.* - The children have access to hanging electrical cords. Hanging electrical cords pose a potential risk to children such as accidental strangulation, entanglement, and electric shock. Pulling on hanging cords can also cause a heavy object to fall onto a child. *Correct by: May 15, 2026.*

Observation. - The log for daily outdoor play space inspections is not up to date. Detailed records of daily play space inspections help track and ensure the timely repair and removal of potential hazards before they cause injuries. *Correct by: May 19, 2026.* - Some child records are missing authorized pick-up persons other than the parents. While the records include emergency contact persons other than the parents, the records do not give written authorization from the parent to release the child to the emergency contact person. Ensuring that parents have also given consent for emergency contacts to pick up their child, will help to guide staff when an emergency with a child in care arises and to avoid confusion. *Correct by: May 19, 2026.* Other records such as the daily attendance and the logs for minor incidents are up to date and appear satisfactory.

Observation. - Behavioural guidance (i.e. verbal direction) used by a staff person towards a child in care during nap time is not appropriate to the age and development of the child receiving the guidance. *A compliance plan for this contravention is requested to be submitted to Licensing by: May 19, 2026.*

- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. - The fire drill system was not displayed as required. The large scale evacuation annual practice was completed and recorded in Summer 2024. The Licensing Officer observed adequate supplies in the evacuation kit as per the Licensee's emergency plan. The Licensing Officer and the manager discussed the required policies and procedures currently in place. The manager confirmed that no revisions to these polices had occurred since the last routine inspection.

Observation. - The Licensing Officer observed a photo of a child in the child's information record that was not current. The Licensing Officer confirmed with the manager that parents can include the name and contact info of the medical clinic that they use for their child in the child's record in the event the family does not have a family doctor. The Licensing Officer reviewed the Licensee's other record keeping systems such as the minor incident log, daily attendance records, outside play space inspection log, etc. and they appeared satisfactory during the inspection.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. The Licensing Officer observed the following during the inspection: - Tools, batteries, and sharp adult scissors were accessible to the children in a drawer in the Group Child Care (30 Months to School Age) program. - Expired supplies were in some of the first aid kits (i.e. alcohol/disinfectant wipes). - Chemical sunscreens were accessible to the children in the Group Child Care (30 Months to School Age) program. These products say "Keep out of reach of children". - A stained and frayed rug was on the floor in one of the Group Child Care (School Age) program rooms. - Inadequate depth (less than 6 inches) of resilient material was underneath the monkey bars in the outside play yard that is used by the School Age care programs.

Observation. - A wooden plank on the foot bridge of the large climbing equipment in the GCC (SA) outside play space requires repair and/or replacing. - The edge of the yellow tunnel slide (bottom exit) on the large climbing equipment in the GCC (SA) outside play space is jagged and requires repair.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - Ensure the resilient material in high use areas such as the bottom of slides in the GCC (30 Mos to SA) program's outside space is kept at a 6 inch depth. - Ensure that furniture such as the dramatic play kitchen is not within 6ft of the swings. A 6ft clearance around swings is needed for safe exiting and entering of the equipment. *Resolved during the inspection.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. - A staff file was missing immunization status. *Resolved during the inspection. - A staff file was missing the required criminal record check from the CRRP in Victoria. A RCMP check is not accepted for employees of the Licensee and who are counted in the program staff to child ratio.

Observation. - Ensure staff files contain evidence of validation for staff ECE and/or ECEA certificates. This verification must come from the ECE Registry in BC.
- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. - During the inspection, Licensing observed 22 children in one of the Group Child Care (School Age) programs. As per the licence, the program maximum capacities for the 4 School Age care programs are 20, 20, 20, and 9. These programs must be kept separate from each other and the capacity of children attending each program must not be exceeded. - Children attending the School Age care programs must be supervised at all times, specifically, during outside play time and when the children need to go inside to use the washroom.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - In one of the Group Child Care (School Age) program rooms, a storage shelf which displayed toys and art projects required anchoring to prevent tipping. - While first aid kits were available in the program rooms, Licensing observed some missing items that need to be readily accessible to staff in the event of an emergency.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. - Based on the observations of the School Age care programs made by Licensing during the inspection, a written washroom supervision plan is needed. This plan should guide staff in the supervision of children when children in care need to use the washrooms which are located down the hall from their designated School Age care program room as well as when the children need to use the washroom when playing outside. The licensee is required to ensure that staff are not only made aware of and understand this plan but that staff also implement it.
- C4.1 - Are facility records current and complete?Non-critical
Observation. - Some child records were missing doctor/clinic contact information. - The daily attendance records must show the correct arrival and departure times for the children in care. Licensing observed a child in care return to the program after leaving the facility to attend another extra curricular activity. The child had not been signed out when they left and had not been signed back in when they returned to the facility. - When a care plan is needed for a child requiring extra support, it is required that the plan is created by the licensee in consultation with the child's parent(s) and any other person requested by the parent(s). Evidence that the parent(s) were involved in the creation of the child's care plan was needed.
- C6.1 - Are acceptable hygiene practices maintained?Non-critical
Observation. - For the Group Child Care (30 Months to School Age) program, a covered container for soiled clothing is required to be located next to the diaper changing surface. As well, ensure that any generic cleaning spray bottles are clearly labelled.

Observation. - Some responsible adult staff files were missing evidence of the completed 20 hrs of applicable training. Licensing and the manager discussed some ways to improve upon the staff record keeping system in place as this contravention tends to re-occur.
