Observation. All staff files were reviewed at the time of inspection. The staff files were complete with the exception of one staff file that was missing a character reference. Identify the system you have implemented to ensure character references are obtained prior to commencing employment.

Observation. C10.2B - Reg. 34 - This facility has two licensed groups that have separate spaces in the community school. These two groups have adequate space to use the outdoor play area at the same time as per section 16(2.1) of the Regulation however there are times when they join together in one of the indoor licensed spaces and exceed the maximum group size. C10.2(C) - Reg. 34 - Upon inspection today a staff had gone home feeling ill. The one program was observed with 16 children and one staff which exceeds the ratio of 1:15 and the other program was observed with one staff and 18 children present which exceeds the ratio of 1:12. There was another staff on the property conducting a task until they returned to one of the programs to be back in ratio. Ensure there is a system implemented to ensure ratios and maximum group sizes are maintained at all times.

Observation. C3.1C - Reg. 19 - All staff files observed today were found incomplete and one criminal record check was expiring on November 28, 2023. Licensing discussed that staff are not deemed qualified if their criminal record checks or ECE qualifications are expired and/or in the renewal process. Both of these renewal processing times vary and a staff cannot be present with an expired criminal record check. Identify the system you have implemented to ensure staff files are complete prior to commencing employment and certifications up to date. Additionally submit a staffing schedule to identify which staff are schedule to work until December 15, 2023.

Observation. C4.1J - Reg 57(2) - All child files were observed today with small photos however many were missing other identifying child information that can be used to readily identify a child in an emergency. Identify the system implemented to ensure child records are complete prior to starting care.

Observation. C5.1G - Reg 48 - The facility provides a breakfast option and an afternoon snack. Parents are not being notified of the food served. Licensing observed a posted snack menu from 2022 that was not reflective of the snack served today. Identify the system implemented to ensure parents are notified of the food served while children are in care.

Observation. C9.1C - Reg. 53(2) - A child backpack was observed with medication inside that was accessible to the children in care. C9.1E - Reg. 53(3) - A staff was present with a group of children and did not have knowledge of a child anaphylactic allergy, medication or location of the medication. Ensure a system is developed to ensure all staff are aware of child medical conditions and care plans identifying actions to take and the location of any medication which needs to be stored inaccessible to all the children in care.

Observation. ECE/A certificates not verified in two staff files. Evidence that the person has complied with the provinces immunization and tuberculosis programs not available for one staff. Resume not available in one staff file. References not available in two staff files. Expired Criminal record clearance letter in one staff file.
