    Observation. The complaint alleges that the licensee did not provide adequate support to a child’s sensory and developmental needs despite being aware of the child's assessments. Interviews are conducted, and the information gathered indicates that the child requires additional support. The staff member states that they used a visual support strategy consisting a bracelet with picture cues to help the child follow daily routines. The staff member adds that this approach had been recommended and provided by a behaviour consultant who observed the child last year. A review of the records finds that no care plan had been developed for the child. There is no evidence that staff consulted with the parent to develop a care plan or that a plan had been discussed, agreed upon, and implemented to support the child's identified needs. Based on the information received, the allegation is substantiated. Submit by July 31, 2026, a written response how the issue has been corrected and how ongoing compliance will be ensured, including maintaining a care plan for any child who requires extra support. As part of the complaint investigation, facility records were reviewed, including the log of minor accidents, illnesses and unexpected events. The review determines that the log is incomplete, with the last recorded entry dated January 2025. The staff member acknowledges that minor injuries had occurred since that time and that parents had been informed at pick-up; however, these incidents were not recorded in the log as required. Furthermore, an incident involving a staff member and a parent on June 24, 2026, had not been documented. When incidents are not documented, there is no evidence that they were recognized, appropriately addressed, monitored, or reviewed for potential safety concerns. Submit by July 31, 2026, a written response how the issue has been corrected and how ongoing compliance will be ensured.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The hot water temperature at the bathroom sink measured at 60°C. To prevent potential burns, the temperature of the hot water that is accessible to the children in care must not exceed 49°C. *Correct by: January 6, 2026.*

    Observation. - The annual practice of the large scale evacuation plan is not recorded. *Correct by: January 13, 2026.* The record of the large scale evacuation plan practice is part of the Licensee's fire drill system that has been accepted by Licensing. In order to ensure that the evacuation plan is practiced annually as required, the record must be kept up to date. Other required policies and procedures are in place and appear satisfactory. The evacuation kit is complete with adequate emergency supplies as per the Licensee's evacuation plan.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Substitute staff files are missing required documents such as immunization status, resume, and character references. A person must not be employed until the Licensee has obtained the required records. *Correct by: January 13, 2026.* - The criminal record check results for the Licensee expired in July 2025 and requires renewal. Anyone who is ordinarily present while children are in care must have a valid criminal record check from the Criminal Records Review Program. *Correct by: January 13, 2026.* The Licensee's first aid certificate and ECE certificate are valid.

    Observation. - Some of the children's registration and emergency information records are missing the contact information for a doctor/medical clinic and local emergency contacts other than the parents. To ensure that the staff have immediate access to the children's personal information in the event of an emergency situation or evacuation, this information must be complete and up to date. *This contravention was also identified on the last routine inspection report.* *Correct by: January 13, 2026.* - Licensing was not notified of a reportable incident involving a child who was under the care and supervision of the Licensee. The type of incident met the definition of "Fall" as per Schedule H of the Child Care Licensing Regulation (CCLR). Incidents involving children in care must be reported to Licensing to ensure their health, safety, and well-being by initiating a formal review, allowing for immediate risk mitigation, and tracking patterns for quality improvement. *Correct by: January 7, 2026.* - The log for recording outdoor play space inspections, maintenance, and repairs is not up to date. Detailed records of play space inspections help track and ensure the timely repair and removal of potential hazards before they cause injuries. *This contravention was also identified on the last routine inspection report.* *Correct by: January 6, 2026.* The daily attendance is complete with the children's arrival and departure times.

    Observation. - The Licensee provides snacks to the children in care. There is no information available regarding the food offered to the children. Documenting the snack food provided to the children in care helps track children's nutritional intake and development, promotes communication between the Licensee and parents about nutrition, and helps determine the cause of any food-related illnesses or incidents. *Correct by: January 6, 2026.*

    Observation. - The Licensing Officer observed an uncovered container that was accessible to the children and which contained soiled items (i.e. pull ups). The Licensing Officer observed the children washing hands after toileting routines and before going outside.

    Observation. - The Licensing Officer observed the fridge temperature at 6°C during the inspection. For safe food storage, the fridge temperature must not exceed 4°C. - The Licensing Officer observed a white storage shelf in the nap room that was not secured. - The Licensing Officer observed an open water table accessible to the children in the outside play yard that contained garbage and other debris.

    Observation. - The daily attendance records were missing some departure times. *This contravention was also noted on the last routine inspection report dated Dec 2/22. - Some child records were missing required information such as doctor/clinic contacts and immunization status. - The play space inspection log was observed by the Licensing Officer to be incomplete. The play space inspections were not logged since February 2024.
