    Observation. The bathroom is not in a clean condition. The sink, counter, floor and toilet are in need of cleaning and disinfecting and dirty clothes are on the floor. It is important that the bathroom is cleaned daily to ensure a healthy and safe environment. Submit a compliance plan to address this issue on or before April 16, 2026.

    Observation. One adult who is ordinarily present on the premises does not have a valid criminal record check. The licensee must ensure that all of those ordinarily present are of good character and have a cleared criminal record check to ensure safety of children. Submit a compliance plan to address this issue on or before April 10, 2026.

    Observation. The above ground pool located in the backyard, outdoor play space has been filled with water for the summer season is accessible to children. There is an umbrella with a stand located next to it that could be used to climb/access the pool, there is no separation of the pool from the rest of the play space and there is nothing covering the pool in a safe and secure manner. Having a pool accessible to children poses a risk of serious injury or drowning. Submit a written plan on or before June 11 2025 that outlines how this risk will be mitigated, both immediately and long term.

    Observation. The closet in the play room contained the children's cots for napping. The cots were observed to be stored in a disorganized manner, rather than neatly stacked. There was also multiple large toys and blankets located on and around them. This may affect the cleanliness, and condition of the cots and blankets and also affects their accessibility for use. It also does not allow children safe and easy access to the toys and dress-up clothing that is located in the closet. Create a system for storing sleeping furniture and blankets to correct these issues.

    Observation. The facility emergency plan has not been practiced in over a year.

    Observation. Upon review of the facility emergency plan, it does not have procedures to prepare for, mitigate, respond to and recover from any emergency. It is important for the safety of children in care that there is a detailed, written emergency plan that staff can practice and follow. Fire drill practices have not been recorded since March 2024. Having a system in place to record these practices is important to verify that they are being completed regularly and can serve as a reminder for staff about when the next one requires completion.

    Observation. The washroom requires cleaning and the backyard had multiple areas where dog feces had not been picked up. Having a clean environment indoors and outdoors is important for the health and safety of children.

    Observation. Some child files were missing the sex of each child, a photograph and 1 was missing a start date. All child records must contain the required information. Daily attendance has not been recorded for the last two days. A record of daily attendance for each child is required. A log of daily play space inspections is not being kept regularly. A log of this kind demonstrates that the licensee is ensuring the the play space is clean and safe on a daily basis.

    Observation. Upon arrival to respond to a complaint it was observed that the Licensee had thirteen children in care, above the facility maximum of seven children.

    Observation. During complaint inspection Licensing Officer reviewed child records and noted several required further information in order to be complete: five required care card numbers, three required medical practitioner name and number, and three required start dates. Daily attendance records for December 2023 to present were not available for review.

    Observation. Hot water in the bathroom that is used by children exceeded 49 degrees Celsius. Plug outlets were uncovered in the play room and living room. This was corrected during inspection.

    Observation. Child records did not identify the sex of each child. Care plan required for a child in the program who requires extra support. There is currently no system in place to record daily inspections of the outdoor play spaces used.

    Observation. All children's records were missing immunizations information. Some children's records were missing Doctor's contact information, care card number, photos. The licensee has not been keeping daily attendance records since November 9, 2022.

    Observation. Play pen is used for 3.5 year old child. This is not appropriate as the risk of injury increases when a child uses equipment for sleep that is not intended for their size, age and development.

    Observation. The complaint alleged that the licensee leaves the premises during operational hours and is unsure who is caring for the children. The licensee has confirmed that there has been several times when children were left with an unqualified family member for short periods of time. Therefore, the allegation is substantiated.

    Observation. The complaint alleged that cannabis is being grown on the property. Licensing conducted on site visits and it was confirmed that cannabis has been grown on the property, while the facility is in operation, until recently. This allegation has been substantiated.
