Observation. Children are observed napping on the upper floor of the home with the care provider on the same level; however, Licensing has not received notification of this change to the approved floor plan. The Child Care Licensing Regulation requires immediate notification of any changes to information provided in the application. Submit by, April 8, 2026, an updated floor plan labelling each napping area.

Observation. It is found that the school-age child’s daily attendance record did not include the required two sign-in and sign-out times.

Observation. While upstairs, there is no handwashing system available to children, and the licensee uses wipes instead. Proper hand hygiene is essential in preventing the spread of germs and communicable illnesses. The use of wipes as a substitute is not as effective in removing dirt, bacteria, and viruses, which may increase the likelihood of illness transmission among children. Submit by, April 8, 2026, how you will establish a handwashing practices as required.

Observation. All the previously cited hazardous items were removed; however, children can access the licensee's bedroom, where hazardous products are accessible to children. Observation. An infant was napping on the upper floor while the care provider was present on the lower floor. This is not the approved napping arrangements reviewed with Licensing during the application process. Having children nap on the same floor as the caregiver ensures immediate supervision, enhances safety, promotes better monitoring of children's well-being, and facilitates effective communication to prevent accidents or issues. Immediate compliance is requested. Submit by, March 3, 2026, a compliance plan that details how you will ensure compliance with approved napping areas.

Observation. Upon arrival at the facility, it was observed that the care provider was exiting the home and greeted me outside the front door while children remained inside without supervision. Children must be supervised at all times by the primary care provider. During this observation, a person who was not qualified was found to be providing care and supervision to the children during varying times. Allowing unqualified individuals to care for or supervise children poses significant risks, including inadequate supervision, improper responses during emergencies, and failure to recognize health or safety concerns. These risks can lead to accidents, injury, harm, or neglect and compromise the overall safety and well-being of children in care. Please submit, by March 3, 2026, a compliance plan detailing how you will ensure ongoing compliance with supervision requirements.

The following items are accessible to children in care: • Knives on the kitchen counter. • Spray air fresher in the bathroom. • Dishwasher pods under the sink. • Cleaning supplies in the closet. Having hazardous items within children's reach poses serious safety risks, including injuries, poisoning, and other accidents. During mealtime, it was observed that an infant was not provided with a chair that met their developmental needs or ensured safe eating. The use of inappropriate seating can increase the risk of choking, falls, or injury, as the child may not be properly supported or positioned. Immediate compliance is requested. Submit by, February 27, 2026, the system you have implemented to ensure compliance is maintained.

Observation. The outdoor play lacks any equipment, materials, and programming designed for the age and level of development for the children in care. The absence of programming or equipment in an outdoor play area limits children's physical activity and development, increases the risk of unsafe behavior and boredom, and may lead to unsafe play environments that heighten the risk of accidents or injuries. Submit by, March 10, 2026, a plan that details how you will ensure the outdoor area has equipment and structured programming to ensure compliance is maintained.

Observation. It was observed that the licensee’s daughter was providing care and supervision to children without meeting the requirements outlined in Section 19. When staff are not properly vetted or trained, there is an increased risk that they may not respond appropriately during emergencies, provide adequate supervision, or follow required health and safety procedures. This can significantly increase the risk of accidents or injuries. Family child care requires the licensee provide care and supervision to children in care. Please submit a compliance plan by March 3, 2026, demonstrating how you have met and are maintaining compliance with this requirement. The plan must clearly state that, as the primary caregiver, you will be the only individual providing direct care and supervision to children in care and must include a description of the roles and responsibilities of any other persons present at the facility.

Observation. During mealtime, a child is not provided with water. The licensee states that this is because the parent did not provide a personal water bottle for the day. Failing to provide water risks health and safety, increases the risk of choking and dehydration, and impacts children's overall well-being. This was corrected during the inspection.

Additionally, children may receive unsafe or inappropriate care, such as incorrect responses to medical issues, inconsistent support, or unmet developmental needs. Submit by, March 10, 2026, details regarding how you have ensured all required facility records are complete and the system developed to ensure compliance is maintained.

Observation. The licensee uses Lysol wipes to clean the children's hands before lunch time and after playing outside in the dirt. Individual use toweling is not present in the washroom. Using Lysol wipes to clean children's hands before meals and after outdoor play can be a risk because these wipes are typically disinfectants intended for surfaces, not for direct skin contact. They may contain chemicals or fragrances that can cause skin irritation or allergic reactions in children. Additionally, they may not effectively clean hands of dirt or germs in the way soap and water do, which are the recommended methods for hand hygiene. Relying on surface disinfectant wipes instead of proper handwashing can also give a false sense of cleanliness and may not adequately reduce the spread of germs. Immediate compliance is requested. Submit by, March 3, 2026, the system to be used to ensure adequate hygiene and safety.
