  Observation. There were 5 children present today and only 1 child was signed in. This is considered a repeat contravention as this was identified at the last routine inspection.

  Corrective action. Please ensure a record of the times children arrive and depart from the facility.

  Observation. The Director advised that they did not practice the fire drill last month.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.   Observation. Licensing reviewed 3 staff files and 2 staff were missing record of certificate validations.

  Corrective action. The Director said she will validate the certificates.

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. On April 9th, there were 9 children in care and the facility is licensed to provide care to a maximum of 8 children at one time. It was confirmed that this occurred on more than one occasion.

  Corrective action. The max capacity of 8 children cannot be exceeded.

  Observation. The Manager was not able to locate the facilities policy and procedures.

  Observation. One child who was in care did not have a registration from so there was no record of the information set out in section 57 of the child care licensing regulation (CCLR).

  Corrective action. Please ensure the information set out in section 57 of the CCLR is obtained for the child prior to their attendance at this center.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. On April 9th, there were 9 children in attendance and the attendance record showed that there were 7 children in care. It was also confirmed that on multiple occasions, the attendance record did not accurately reflect the numbers of kids in care. This is considered a repeat contravention as discrepancies with the attendance record was observed in the past routine inspections.

  Corrective action. The Director advised that they will ensure that children are signed in.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Upon inspection, Licensing observed many areas of the facility had exposed gyprock. The Licensee explained she is aware of this and has a plan to paint the facility.

  Corrective action. Please ensure that the furniture, equipment and fixtures within the community care facility are clean and good repair.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The fridge temperature measured at 9.8 degrees Celsius. The Licensee explained that sometimes the temperature is too cold and the milk is frozen.

  Corrective action. Please ensure fridge temperature is maintained between 0 and 4 degrees Celsius.

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. During inspection, Licensing observed two mattresses were used in a crib for sleeping purposes for Infants and Toddlers. The Licensee explained this is to help support staff when bending to lift children.

  Corrective action. Please ensure to supply equipment, furniture and supplies are of sturdy and safe construction, easy to clean and free from hazards.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Upon inspection of the cupboards located in the Kitchen area, Licensing observed adult scissors, dish soap and bleach were accessible to children. Although there were child proof locks available, they were not being used to secure the cupboards.

  Corrective action. Please ensure a health and safety environment is provided.

  A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.

  Observation. Licensing observed multiple soiled diapers being placed into an open plastic bag, next to the change mat on the floor, which is used to change children. There was a covered container for soiled diapers. The Licensee explained in order to save bags, this is not being used.

  Corrective action. Ensure a covered container is used to place soiled diapers.

  Observation. Upon review of attendance records, 11 departure times were not recorded in the previous month. The Licensee explained that the staff record arrival and departure times of children.

  Observation. Upon review of 2 staff files, 1 staff did not have a criminal record check that was site specific. The Licensee explained that she is in the process of obtaining this.
