A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing observed that four out of nine staff files reviewed were missing validation from the ECE Registry. Manager was unaware that ECEA certified staff were also required to be validated

Corrective action. Manager will ensure these validations are completed

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed garbage bags stored in a bathroom drawer, accessible to children.

Corrective action. Manager will remove those items to ensure a safe environment.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed bedding touching in the nap room of the GCC (<36) program. Further discussed as to hygiene practices to prevent communicable disease.

Corrective action. Manager discussed expectations with staff and will ensure bedding is stored seperately.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. On review of three children's files in the GCC (30-sa) program, Licensing observed one file missing enrolment date,

Corrective action. Please ensure accuracy of all children's files

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Care plan provided for a child did not contain a parent signature and on another care plan, it was not clear what action should be taken to support a child with additional needs. This was further discussed to ensure accurate information is available at all times to guide staff.

Corrective action. Please ensure care plans are appropriately developed with parents to include all necessary information to guide staff.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. On review of attendance records, Licensing observed that one child was transitioning to another program and had not been signed out of the first program. This was discussed to be a concern should there be an emergency for location of the child.

Corrective action. Please ensure attendance records are accurate at all times.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. On review of 4 staff files, Licensing observed that two were missing CRC's. Manager said that one new staff has completed the sharing results form and another staff CRC is probably on her phone. Staff are unable to work with children without a valid and current CRC in place.

Corrective action. Please ensure all employee documents are obtained prior to working at the facility to ensure children's safety. Licensing will accept a health and safety plan to be provided by the Manager.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. On review of 4 staff files, Licensing observed that one staff did not have references on file and another only had 1 reference. Discussed further as to the requirement of references to be obtained prior to employment and more than one being required by legislation.

Corrective action. Please ensure staff files are complete prior to working on site.

Corrective action. Please ensure staff certification is verified prior to staff working with children.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following: Two cords that were a potential choking hazard, being accessible to children. Further discussed with the Manager. Hand towels unavailable in the GCC SA washroom.

Corrective action. Please ensure a healthy and safe environment at all times.

A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care in the first aid, located in the cubby area.

Corrective action. This was immediately corrected by staff. Ensure medication remains inaccessible to children in care

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed that the emergency evacuation record was not complete although the annual drill has been practiced. Licensing notes that fire drill records were complete for all programs.

Corrective action. Please ensure all docmentation is in place respecting emergency records

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. A care plan does not include the course of action recommended by health care professionals for more than one child requiring additional support.

Corrective action. Please ensure instructions provided by parents contain relevant information to support staff in appropriate care.

Observation. Six children's files were reviewed, and there was no evidence to show a copy of a written statement was provided to those who prepay part of the cost of services.

Corrective action. Corrective action required.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon inspection there were: -Broken blinds accessible to the children -Insulation hanging down under a sink accessible to the children

Corrective action. Please ensure a healthy and safe environment is provided at all times that children are in care.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Upon inspection, the toilet paper in the washroom was on the floor and many toilet paper dispensers were not filled.

Corrective action. Please ensure program practices the rules of health and hygiene.

A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (a) is designed for the development and care of children.

Observation. Upon inspection, the infants were kept in highchairs for an extended amount of time.

Corrective action. Please ensure activities are designed for the development and care of the children.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Upon review of the children's records, 2 files were missing a photograph or digital image.

Corrective action. Please ensure the children's records are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon review of the attendance documents, 8 children did not have a departure time recorded in the last 2 months.

Corrective action. Please ensure arrival and departure times are recorded.

In respect of a record referred to in this Division, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.

Observation. Upon asking to review the minor incident log book and fire drill records, the Manager said that the documentation was off site and was not produced at the inspection.

Corrective action. Please ensure all documents can be retrieved within a reasonable amount of time, on request.

A licensee must not continue to employ a person in a community care facility unless the licensee has evidence that the person continues to comply with the Province's immunization and tuberculosis control programs.

Observation. Upon review of the staff files, 1 staff was missing an immunization status.

Corrective action. Please ensure staff records are complete.

Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.

Observation. Upon inspection the preschool children and group care 30 mos to school age children were combined.

Corrective action. Please ensure children in different care programs are not combined other than what is required in schedule E

A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

Observation. Upon review of the staff files, 1 staff record was missing the work history.

Corrective action. Please ensure the staff files are complete.

A licensee must keep (b) in any other case, all criminal record check results and character references for the entire time that the subject of the criminal record check or character reference is ordinarily present on the premises.

Observation. Upon review of the staff files, 2 records did not have evidence that the references had been contacted.

Corrective action. Please ensure the staff records are complete.
