Observation. Licensing observed that a cupboard in the bathroom was accessible to children, which contained cleaning products and garbage bags. This has been a previous concern

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Staff room/office door open containing items not suitable for children, accessible when children are transitioning - Staff room bathroom accessible to children with cleaning materials inside - Stagnant water left in the water table outdoors
Corrective action. Please ensure a safe environment for children at all times
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed staff to child ratio did not meet requirements in the Group Child Care (under 36 month) program. Manager had to be called at Licensing's arrival who said that she was in the staff ratio but had to leave on an errand. This is a repeat contravention.
Corrective action. Please ensure that staff to child ratio is maintained at all times.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that attendance records did not accurately reflect movement into other rooms and was also missing a new child that started today. This is a repeat contravention
Corrective action. Please ensure accuracy at all times particularly in case of an emergency

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two care plans were not reviewed annually with the parent or any person requested to by the parent.

11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Two staff certificates were not prominently posted. Acting Manager explained that one of the staff working today is waiting for her certificate to arrive in the mail during the postal strike.
Corrective action. Ensure all certificates of staff working in the facility are prominently posted.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed that two programs in operation today did not meet staff to child ratio. This was further discussed with the acting manager and addressed during nspection.
Corrective action. Please ensure programs are appropriately staffed as per numbers of children in attendance at all times.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Fire drill records were not completed for October to December in all programs, nor was the evacuation drill recorded for 2023 and 2024. Acting manager recalls completing the drill and was able to speak to the procedure.
Corrective action. Please ensure records are complete at all times.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. On review of attendance records, Licensing observed that children who have been moved into a different program to meet staffing requirements, were not signed out of their regular program. This is a cause for concern should an emergency situation occur.
Corrective action. Please ensure records are accurate. Corrected during inspection.

A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation. An employee file for a current staff member working today was not present. There is no evidence to determine whether this staff has been appropriately screened to work with children. This staff was a previous employee at this facility.
Corrective action. Staff must not be allowed to work with children until evidence of being appropriately screened.

Observation. In the outdoor play space, a gate leading to steep concrete steps was not secured. Manager said that the City insist is stays unlocked.
Corrective action. Please ensure the are of the steps is secure when children are playing outdoors to ensure safety.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. On review of staff certificates, two staff on site today did not have certificates posted.
Corrective action. Manager will add their certificates to the posted file.
10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees. The child was attending a different program and the medication remained in a different location when child was outdoors.
Corrective action. Please ensure that medication is immediately accessible to staff at all times when caring for the child.
16020 - CCLR s.53(1)(b) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. In discussion with staff, daily outdoor play does not occur. Manager said that parents either request that their children stay into prevent sickness or children are not appropriately attired for outdoors.
Corrective action. Please ensure that children experience daily outdoor play which promotes their health and wellbeing.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Of 8 records reviewed, 6 were missing enrolment dates.
Corrective action. Please audit children's files to ensure they are complete at the time of enrolment.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing reviewed that attendance records did not clearly identify which program children were attending. Manager said they were just in the middle of a change to update the attendance records. Some records did not show departure times.
Corrective action. Manager will add a section on the attendance record to provide further information if the child is attendng another program that day. Please ensure records are always accurate, particularly in case of an emergency

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support although a medication form is available along with the medication, signed by the parent.
Corrective action. Staff need to be aware of when to adinister medication with clear directions - Manager will work with parents to create a care plan for the child.
