10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguisher was observed to have a service date of Feb. 05, 2025.
Corrective action. Ensure that the fire extinguisher is serviced.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Two children's date of enrolment was not available on file.
Corrective action. Ensure that the child's full date of enrolment is included on file.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Two staff did not have a validation on file.
Corrective action. Ensure that the file is complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. One staff's character references was not on file.
Corrective action. Ensure that the staff's file is complete.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Two CRC's on file were not site specific and another CRC was observed to be expired (Sept. 16, 2024). This is a repeat contravention on routine inspection report #ONIR-CJMPHT Sept. 26, 2022.
Corrective action. Ensure that all CRCs are site specific and updated on file.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Paper towels not available in the bathroom for children (corrected during the inspection) - There was a cord near a child sleeping. If this cord was pulled by the child, a stereo may easily land on the child. - A peeling soccer ball was observed to be outside (this was corrected duing the inspection) - The storage door was wide open (near the washroom). This room housed various items such as a sewing machine, mop, keyboard piano leaning etc.
Corrective action. Children may easily come in to the storage room. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. When Licensing initially arrived at the facility, there were 10 children left with an ECEA. The staff said that the other ECE holder was off-site on a break. After approximately 10 minutes, the individual who holds an ECE certificate returned on-site.
Corrective action. Ensure to follow the children to staff ratio at all times as stated on Schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the fire/emergency drill record presented today by the staff stated 2022 and 2023. The staff said that 2024 is also included, though Licensing did not observe "2024" to be written anywhere on the record.
Corrective action. Ensure that documents are organized and continue to do fire drills once a month / emergency drills yearly.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed the following: - One child's name (who was present) was not written on the attendance sheet today - Absent children are not indicated on the attendance sheet This is a repeat violation - ONIR-CJMPHT - 26-Sept-2022.
Corrective action. Ensure that the attendance sheet record is completed daily with all requirements.

- LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. During the routine inspection it was noted that the manager's name was not present. Staff mentioned that the manager sign was up but that it must has fallen down.
Corrective action. Please ensure that the manager's name/sign is posted in a prominent location.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During the routine inspection it was noted that the food in the emergency kit was expired.
Corrective action. Please ensure you are prepared to mitigate, respond and recover from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. During the routine inspection 7 children's files were reviewed and one child's file was missing a doctor's name and phone number. Staff said that the child's family are new to Canada and they are looking for a family doctor.
Corrective action. Please ensure all children's files are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. During the routine inspection of the attendance sheets, it was noted that on several days children were not signed out of the facility. Staff said that they must have forgotten to sign them out.
Corrective action. Please ensure the daily attendance is complete and accurate.

Observation. During the routine inspection 7 children's files were reviewed and one child's file was missing an MSP number. Staff said that the child is a new comer to Canada and that the family is still waiting for the MSP number to arrive.
Corrective action. Please ensure all children's files are complete.
