- MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees. Observation (CORRECTED DURING INSPECTION): In one of the Group Child Care (30 months to school age) programs there was one expired emergency medication. By the second day of the inspection, current medication was obtained and on-site.
Corrective action. The facility will ensure all medications are current.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the Infant and Toddler program, there are multiple chipped and dented areas on the walls. In some areas, the drywall has been exposed.
Corrective action. Please ensure the facility is in clean in good repair.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. In the 3-5 program, two care plans were not annually reviewed with the parents. As per staff, the care plan was reviewing with the catering company (food related allergies), but is unsure if the care plans were reviewed with the parents. During the inspection, one care plan was reviewed with the parent and an updated signature of review was obtained.
Corrective action. Please ensure care plans are annually reviewed with the parents.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): 1/5 staff with a validation on file for the staff's previous certification. During the inspection, the new validation was obtained.
Corrective action. Please ensure staff files are complete with current required information.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): 1/5 staff with a list of references on file, but no documentation that the references have been verified. During the inspection, the Assistant Manager was able to obtain the dates for when the references were verified.
Corrective action. Please ensure there is documentation that references have been verified.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - in one of the under 36 months programs, the bottom half of the wall containing the chalkboard has multiple sections where the drywall is exposed due to heavy paint peeling and chipping. -in the outdoor play area, one of the plastic slides has a loose part. As per the Manager, they will be addressing the loose part this afternoon and have closed off the slide in the meantime.
Corrective action. Please ensure the facility and its equipment are in clean and good repair while children are in attendance.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): In one of the under 36 months programs, Licensing observed that the emergency exit in the nap room was blocked by 1 mat and 2 cots. Upon notifying the Manager, the mat and cots were placed elsewhere.
Corrective action. Please ensure emergency exits are not blocked by furniture or equipment.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. In the 30 months to School Age program, Licensing observed emergency medication that expired at the end of April 2023.
Corrective action. Please ensure emergency medication is up to date.
16020 - CCLR s.53(1)(b) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month. Observation (CORRECTED DURING INSPECTION): In one of the under 36 months programs, Licensing observed that a fire drill was not recorded for April 2023. As per the staff, a drill was conducted for April and was recorded in the communication book. The staff also recorded the date on the seperate fire drill log during the inspection.
Corrective action. Please ensure fire drills are conducted and recorded monthly.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements]. Observation (CORRECTED DURING INSPECTION): Upon reviewing 6 staff files, Licensing observed the following: -1 staff missing an immunization status -1 staff missing a resume Both items were addressed and corrected during the inspection.
Corrective action. Please ensure all staff files are complete with required documentation.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection of the physical facility, in the infant room, was noted that the closet doors where the staff keep their purses and personal belongings was unable to close completely. The children can reach the staff's personal belongings as the doors to the closet are unable to completely close.
Corrective action. Please ensure children do not have access to any hazardous objects or substances.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. During the inspection of the physical facility it was noted that the facility serves food to children. When looking at the policies and procedures it was noted that the facility did not have a policy on food and drink/nutrition. Manager stated that emails are sent to the parents with menu for the month and also the menu is posted on the facility's door for parents to see. Manager also mentioned that parents are verbally told at the time of enrollment that facility provided food services. However, a written policy was not available.
Corrective action. Please ensure a food and drink/ nutrition policy is available to all families and staff.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. During the inspection 18 random children's files were reviewed and two (2) children's files were missing a record of immunization.
Corrective action. Please ensure all children's files are complete.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. During the inspection 18 random children's files were reviewed. It was noted that one child's file was missing an emergency contact person and two (2) children's files were missing a medical practitioner's name and phone number.
Corrective action. Please ensure all children's files are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. During the inspection 18 random children's files were reviewed and two (2) children's files were showing an incomplete start date and one (1) child's file did not have a start date.
Corrective action. Please ensure all children's files are complete.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan. Observation (CORRECTED DURING INSPECTION): During the inspection it was noted that the file extinguisher did not have a tag identifying if it was serviced. The dial on the fire extinguisher pointed to the green area on the dial. The Manager mentioned that the fire extinguisher was serviced before the center opening on Feb 07, 2022. The manager added a small sticky tag to the fire extinguisher noting the date of service (February 7, 2022).
Corrective action. Please ensure the fire extinguisher is serviced annually and that a tag with the date of service is provided.
