A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 4 children lacked their medical practitioner's contact information.
Corrective action. All requirements of s.57(2) are required by children's 1st day of care. If children do not have a family doctor, their last walk-in clinic or hospital visited is sufficient.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 8 children lacked their MSP #.
Corrective action. All requirements of s.57(2) are required by children's 1st day of care. If children do not have a MSP # yet, please document that in their file.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. The last emergency drill was practiced in 20/Feb/2025.
Corrective action. The emegency drill must be practiced every 12 months.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing reviewed 10 children’s files. Six files were missing children’s enrolment date.
Corrective action. The Manager said she will review children’s files and ensure enrolment date is recorded.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed no care plan or instructions was developed for a child who requires emergency medication.
Corrective action. The Manager said she will develop one with the parent to ensure staff know the symptoms for the child and what steps to take in the event of a reaction
19250 - CCLR s.58(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Two staff files were reviewed. One staff file was missing work history.
Corrective action. The Manager said she will obtain work history from the staff.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Two staff files were reviewed, both the Manager and the staff ECE certificates were not validated by using the system maintained by the ECE Registry.
Corrective action. The Manager said she will verify the staff’s ECE certificate through the system maintained by the ECE registry, while the Director will validate the Manager’s certificate.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Two staff files were reviewed. One staff file was missing two-character references
Corrective action. The Manager said she will obtain two-character references from the staff.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed during the inspection: -A window did not have a lock applied. The window was able to open larger than 4 inches. This was corrected during the inspection -Two electrical outlets were missing plug covers. -A cubby was easy to move and may present a tipping hazard
Corrective action. Please ensure a healthy and safe environment is provided.

Observation. Licensing observed a storage room door was unlocked. A lock was present but was not applied. Inside the storage area there was an open bag of de-icing material located at the children's level
Corrective action. Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed during the inspection: -Loose cords were not secured -Two window locks were broken. This could cause a potential hazard. Applying a window limiter was recommended. -A staff bag was accessible on the desk
Corrective action. Please ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The attendance records were reviewed. Multiple departure times were missing for the months of January and February.
Corrective action. Please ensure attendance records are complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that a double paned window has two visible cracks. It is noted that this is on the outside of the building and does not present a health and safety risk to the children in care.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. During the inspection Licensing observed that the CCF License and the Managers name was not posted.
Corrective action. Please ensure the CCF License and the Manager's name are posted in a prominent place.
10050 - CCLR s.11(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One staff record and the Manager's record was reviewed. One staff record contained a criminal record check (CRC) from the RCMP. The CRC must be completed by the criminal record review program.
Corrective action. Please ensure the CRC's are completed through the Criminal record review program under the Ministry of Public Safety & Solicitor General.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. One staff record and the Manager's record was reviewed. Immunization status was not obtained for one employee.
Corrective action. Please ensure staff records are complete.

- MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation. Upon review of children's medical conditions the Manager indicated that some children keep their medication in their backpack. Licensing discussed having medication stored in a manner that is inaccessible to other children.
Corrective action. The Manager will discuss this with the children's families and work out a solution to address this issue.
