    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. A tall doll house furnishing was unanchored posing risk of tipping over on a child while playing.

    Corrective action. Licensee said they will have this anchored to the wall.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Observed: -Four broken balloons on the playground accessible to children under 3 years. No daily outdoor check had been regularly documented. -a laundry soap container located on a toy in a play room where children under 3 years had access.

    Corrective action. Corrected during the inspection.

  • POLICIES AND PROCEDURES

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. No record of emergency evacuation drill was completed, and the fire extinguisher had no record of being serviced. The licensee said they had completed the drill and serviced the fire extinguisher, however there was no record of compliance.

    Corrective action. Licensee will consider a system and provide a written response.

  • RECORDS AND REPORTING

    A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

    Observation. Licensing reviewed 8 children's records, of those licensing found there to be no registration records for 1 child in care, 1 child to have no start date. Licensee said that one child started today, and had no records.

    Corrective action. Licensee will consider a system to ensure that children's records are complete and provide a written response.

    A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

    Observation. Licensing reviewed files for three employees, of those, one staff file contained no record of immunization. One employee who had worked at the facility as a sub, had their certificate posted, however, no other records had been obtained by the licensee for this employee.

    Corrective action. Licensee said the employee had not been working recently, and will not work until the file is complete.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed a classroom rug that had soiled spots and appeared to have spray paint over spray on it.

    Corrective action. The licensee said she had spray painted on the rug and cleaned the rug but the spray paint stained, however she will replace the rug.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. Licensing reviewed sign in records for February, March and April and found on more than 5 occasions that there were 9 children in care from 2:30-2:35pm or 2:40pm. During today's inspection licensing found the facility to be in compliance with ratio, and the licensee said the child who was attending after school is no longer attending.

    Corrective action. The licensee said she will provide licensing a plan for a shared use space for the coming school year.

    A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 12 registration forms, of those 4 forms did not have documentation of the date on which the child has stopped attending the facility.

    Corrective action. The licensee corrected this during the inspection, and will create a system for ensuring this is documented at the time of withdrawal moving forward.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Three employee files were reviewed, none of the employee files contained immunization declaration on file.

    Corrective action. Licensing provided copies of the from and the licensee and staff completed the forms during the inspection.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. One employee who was working on site during the inspection, had no criminal record clearance. The licensee said she had submitted the application. All other persons who are ordinarily present at the facility had a valid criminal record clearance through the Criminal record review program.

    Corrective action. The licensee said the staff person working today will not be alone with children in care until the clearance has been received.

    Corrective action. The licensee was able to access an email copy of the resume during the inspection.

    Observation. -Storage cabinet located in the kitchen was unsecured providing a risk for tipping. -One door leading to the storage room where it contained storage of hazardous items was unlocked and accessible to children. -The door leading to the upstairs area was open and accessible to children in care.

    Observation. The licensee's family member who was under 12 years was on site during the inspection with no record of attendance at the time. The child went back into another part of the home. Licensee said the child was bringing the licensee a message, and is not in attendance today.

    Corrective action. Please ensure to keep for each child a record showing the following information, (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
