• STAFFING

  To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.

  Observation. Licensing reviewed 5 staff files and in one staff file there was no evidence that 20 hours of relevant courses were completed.

  Corrective action. Licensee contact said that they will enroll the staff in a 20 Hours Responsible Adult Course immediately.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Licensing reviewed 5 staff files and two staff files were missing a validation of their ECEA certificate.

  Corrective action. Ensure staff files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. Water in the bathroom at the facility measured above 49 degrees.

  Corrective action. Ensure water is no more than 49 degrees Celsius.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Licensing observed that both bathroom had no soap available for children to use.

  Corrective action. Manager replaced the empty soap container while licensing was on site.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Emergency supplies were not sufficient to mitigate, respond, and recover from any emergency.

  Corrective action. Manager said she will add more food and water.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 9 children's files and one child's file was missing a record of the child's gender.

  Corrective action. Manager corrected this while licensing was on site.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

  Observation. During inspection 12 children's files were reviewed and 8 children's files were missing an enrollment date.

  Corrective action. Please ensure all children's files are complete.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. During the routine inspection, two staff files were reviewed. One staff file was missing character reference letters. The staff said they gave the names of their references to the person hiring them. No evidence of references was seen while licensing was on site.

  Corrective action. Please ensure all staff files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Areas of facility were not clean such as daily sweeping of the facility, cleaning around the sink area in the classroom, ensuring the paper towels are disposed properly after each use.
