A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. While inspection the bathroom Licensing observed there was not a toilet paper holder, toilet paper was sitting on the counter for children's use.

Corrective action. Install a toilet paper holder to ensure hygienic use of toilet paper.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During the inspection of the outdoor play area it Licensing observed some broken toys that should be kept inaccessible to children.

Corrective action. Licensee will remove these toys from the play area.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. One staff file missing immunization record.

Corrective action. Licensee said the staff started today so they will fill out the form and add it to the file.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. Licensing observed that maximum group size of 8 was exceeded on several days in month of April.

Corrective action. Licensee will make sure that she changes the pick up or the drop off time for the respective families to avoid exceeding the maximum group size at the premise and the ratio of 8 children at the premise is maintained.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Licensing observed that two out of 8 children’s record did not have the record showing the date of enrolment.

Corrective action. Licensee will include the Start date and record it on the Children's registration form.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The bedding is stored on the cots in the nap room. The bedding and the blankets in the nap room is left on the mats, stacked on top of each other.

Corrective action. Ensure that the bedding including blankets used for children are stored separately and not on top of the cots. A system is developed to store the bedding separately after each use.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed debris i.e candy wrappers, used Kleenex, and papers in the outdoor play area.

Corrective action. Ensure that outdoor play area is clean of debris and system is developed to check the outdoor play area on a daily basis to clear of any debris.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Licensee could not demonstrate annual review of the emergency plan.

Corrective action. Ensure that a record is maintained to reflect the emergency plan is implemented annually.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. The ECEA certificate for a staff member was not validated and included in the staff file.

Corrective action. (Corrected During Inspection) ECEA certificate was validated by licensee during the inspection. Include the printed copy in the staff file.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Staff to Child Ratio is not maintained according to Schedule E.

Corrective action. Ensure that staff to child ratio is maintained according to Schedule E.Please provide the plan to ensure that staff are fully screened with the required documentation prior to employment.

A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.

Observation. No record showing the amount and time that a medication was administered to a child.

Corrective action. Ensure that there is a system in place such as a medicine authorization form that includes the amount and the time at which medication is administered

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Resume was not obtained for the staff working at the facility.

Corrective action. Ensure that the resume is obtained and included in the staff file for each staff working at the facility.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Fire Extinguisher is past the annual service expiry date.

Corrective action. Ensure there is a system in place to service the fire extinguisher annually.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Criminal Record Check not obtained through CRRP BC for the staff working at the facility.

Corrective action. Ensure a system is developed to obtain the CRC for any staff that works at the facility prior to the employment.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During the inspection it was observed: -The door to the garage, the door to the home were unlocked. The nap room area was accessible to children while at play. -The cabinet next to the napping children in a crib was unlatched which contained cleaning products. -A cord that supplies power to the video monitor was accessible to children.

Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under supervision of employees.
