    Observation. A gap in the white enclosure under the deck area gave access for children, posing an entrapment concern.

    Corrective action. During the inspection the manager called the licensee's phone. Through speaker phone the licensee said that this will be addressed after care hours today.

Observation (CORRECTED DURING INSPECTION): An unsecured plug cable for the nap room monitor was accessible to a child in the nap room when the child was sitting on the couch next to the cable. Staff was not in the room providing supervision, and said they do not stay in the nap room once children are asleep.(repeat contravention)

    Observation. Sign in sheet records prior to December 2025 were unavailable for review during the inspection. The manager said she did not know where they are stored. One child's record was missing information. The manager said the child is withdrawn from care.

    Corrective action. The manager said they will consider a system for having these records on site, and provide a written response.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards. Observation (CORRECTED DURING INSPECTION): -One mat comprised of foam was chipped, peeling and the edges were coming off of the mat. -A trampoline intended for children 3 year and over was in use for children under 3 years, had no resilient surfacing below, and had been taped at the handle.

    Corrective action. Both items were removed during the inspection

    Corrective action. This was corrected during the inspection.

    Observation. Licensing observed that the manager was not aware of the following legislation: -Care Plans and the purpose of the Care Plan -Minor incident Log book- location and purpose -Emergency Evacuation Supplies- Location Medication Authorization form and permission from the parents

    Corrective action. Please ensure that the manager has the training and skills necessary to carry out duties delegated.

    A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

    Observation. Following examples of inappropriate guidance by the Manager were observed: Insisting a child who does not nap must nap Shushing children and not providing verbal reminders Refusing to provide age appropriate activities instead of naptime. Calling out a child causing trouble for her and not listening to her. Children playing with birthday balloons with strings attached to them and ripping the Styrofoam toy.

    Corrective action. Please provide your plan to ensure that a system is in place to provide behavioral guidance that is appropriate to age and development of the child who is receiving the guidance, provide plan for children who do not require nap and provide plan to ensure children are closely supervised and system is in place to go through the toys and materials so that facility is hazard free(with focus on diaper changing times)

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. The following practices were observed during the inspection posing an increased risk to children's health and safety: Diaper Changing : 3 children diapers changed , were not encouraged or assisted to wash hands change pad was not sanitized in-between each change soap was not always used , duration of time to wash (not effective length of time ) children placed in cribs while wearing diapering gloves.

    Corrective action. The above practices were discussed with the manager prior to leaving the facility. The manager was unaware of the requirement to sanitize the change table after each use. Ensure Health and Hygiene Practices are implemented at all times to protect children from the spread of illness.Expand Health and Illness Policy to include diaper changing procedures.

    A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

    Observation. Manager directed children to continue eating when they said they were finished by telling them they could go to bed or that she would call their mom and dad. Children would cry and take another bite of food. Children who did not rest were physically turned to face the wall ,manager asked what is your problem today, go to sleep and be quiet. ( louder tone) Licensing shared that this guidance strategy was inappropriate at which point the manager added that she says this to scare the children and that way they listen.

    Corrective action. The manager to review the center's behavior guidance policies and to implement strategies which are developmental appropriate for the children. Licensing will set up a time to meet with you at the CCFL office to further discuss these concerns and to provide education and support.

    A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. Licensing observed 2 examples of supervision concerns during the inspection: Manager stepped away from the change table ( no longer within arms reach ) prior to doing so fastened the change table strap. Child strapped into a highchair was attempting to stand, the manager was by the sink with her back turned, Licensing alerted the licensee to assist the child. In both incidences the licensee supported her actions stating that it is fine because of the lap belt. Discussed that a lap belt is not a substitution for supervision adding that staff must at all times stay in immediate proximity when children are being changed or eating in high chairs. Children may be at risk of serious injury should they fall.

    Corrective action. Please provide your plan to ensure children are closely supervised ( with focus on diaper changing and meal times )

    Corrective action. please ensure children do not have access to products that may be harmful to their health or safety. The cleaner was removed to a latched cabinet during the inspection.

    Observation. The manager assisted a child to wipe their nose placing 2 Kleenex's in the cubbies area, the manager then took one of the Kleenex to wipe another child's nose. Discussed ensuring handwashing occurs after assisting children and to discard of the Kleenex separately. One child observed drinking from 2 different water bottles and wiping her nose with all of the Kleenex stored in a basket.

    Corrective action. Ensure proper health and hygiene practices are implemented to reduce the spread of illness. Discussed labelling the bottles to ensure child has their own and providing supervision to children when accessing to assist them in selecting their own.

    Observation. The manager was observed entering the daycare 4 times to gather supplies ( water , Kleenex ) while the children remained outside playing within the yard.Discussed the importance of ensuring children are supervised at all times.

    Corrective action. Please provide within your written response your plan to ensure ongoing supervision. Reviewed the necessity to remain in close proximity to younger children as they are still learning to play together and require guidance.
