Observation. Licensing reviewed the Polices and Procedures of the facility and observed that food/nutrition policy was missing.

Observation. No policy and procedure was available to guide staff in the facility operation related to care and supervision.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing reviewed 9 children's files and two children's files were missing a date of enrollment.
Corrective action. Ensure children's files are complete.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Licensing reviewed 9 children's files and one child's files was missing a digital photo.
Corrective action. Staff said that they have asked the parents for a photo but they have not received one.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 9 children's files and one child's file was missing a record of immunization.
Corrective action. Ensure children's files are complete.

Observation. Licensing observed that no minor incidents have been logged since 2019
Corrective action. Ensure that log of minor incidents, illness or unexpected events is maintained on a regular basis.
19050 - CCLR s.56(1)(f) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Licensing observed that two staff had completed the first aid certificate on-line which does not complete the requirements of Schedule C.
Corrective action. Ensure to take the first aid course that meets at least 8 hours of instruction and at least 3.5 hours of which must be taken in person.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing observed that there was no evidence of annual emergency evacuation drill
Corrective action. Please ensure that emergency plan is implemented and recorded at least once each year. Emergency evacuation is practiced by taking the emergency supplies outside.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Of 3 staff files one of the staff's CRC was not site specific.
Corrective action. Ensure that CRC results are site specific and included in the staff file.

- MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees as it had expired in January
Corrective action. Ensure a system is developed to check the medication provided by the parent for its expiry date.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency Supplies are insufficient to implement the emergency plan. There is not enough food and water to mitigate and recover from the emergency. Some of the comfort kits provided by the families did not have food in them.
Corrective action. Ensure that there is enough food and water to mitigate and recover from an emergency for at least 72 hours.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. No care plan available for a child requiring extra support.
Corrective action. Ensure that a care plan is available and is developed in consultation with the parent and includes the course of action recommended by a health care professional.

Observation. Cleaners stored under the portable sink.
Corrective action. Ensure that children do not have access to any items objects that may be hazardous to the health or safety of children. It is noted that portable was not in use during today's inspection.
11200 - CCLR s.17 - LICENSING
Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation. Change in new manager information was not provided to Licensing.
Corrective action. Ensure to notify Licensing of any change i.e hiring of a new manager.
10010 - CCLR s.10(1) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Children were coming in to the school to use the washrooms on their own without the adequate supervision and stopping to talk to other adults present in the hallways or classroom.
Corrective action. System to be put in place where children are supervised at all times and encouraged to wash hands after the use of washroom.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Food in the emergency supplies kit was expired and there was not enough water for each child to recover from the emergency
Corrective action. Ensure that procedures are in place to recover from any emergency and a system is in place to check the supplies annually.
13020 - CCLR s.22(1)(b) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A staff did not have a file at the site with all the documents required to work as a Responsible Adult.
Corrective action. Ensure the staff files have all the required documents and are available on site.
12160 - CCLR s.20(1) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Licensing could not see the validity of the First aid certificate as it was in French.
Corrective action. Ensure that the staff files are complete with all the documents and there is at least one staff that holds a valid first aid certificate.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed children eating snack outside, and again when entering the multi purpose room indoors - no hand washing took place before or after food consumption. This was also noted during the previous routine inspection.
Corrective action. Please ensure staff model and instruct children in healthy hygeine practices in order to promote children's health and health habits.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The following policies were not available, or have not been developed: Nutrition, Active Play and Screen Use Policies. Licensing reviewed staff files and noted there was no file available for one staff member currently working at the facility.
Corrective action. Please ensure the records referred to in sections 56 to 58 of the Child Care Licensing Regulation are kept in a single place at the community care facility.
