- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Upon inspecting the outside area licensing noted that the fence had 4 inches gaps (slots) - DLSOP Safe Play Space – Spaces (i.e. holes or openings) are smaller than 9 cm (3.5 inches) or larger than 23 cm (9 inches). This poses a risk for potential entrapment.
Corrective action. Licensee will look in adding privacy slots and covering the gap in the fence slots.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. DLSOP Active Play – The Licensee has not developed and/or implemented a Screen Use Policy and Active Play Policy.
Corrective action. Licensee said that they will create a Screen Time Policy and an Active Play Policy.
13060 - CCLR s.56(1)(d) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The Licensee did not provide a written statement outlining the terms and conditions of refund to a person at the time of prepayment.
Corrective action. Licensee said that they will create a Repayment Policy.
13080 - CCALA s.19 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. Food and Nutrition policy was not available.
Corrective action. Licensee said that they will create a Nutrition Policy.
13070 - CCLR s.56(1)(e) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 13 children's files and 6 were missing a date of enrollment. This is a repeat contravention from 2023 and 2025.
Corrective action. Licensee corrected the viloation while licensing was on site.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing reviewed 5 staff files and one staff file was missing validation of ECE certificate.
Corrective action. Staff corrected the violation while licensing was on site.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 5 staff file and observed that a Criminal Record Check was not obtained for one staff. This is a repeat contravention from 2025.
Corrective action. Ensure all files are complete.

Observation. Emergency supplies kit had musty odour to it and was not up to date as it had some expired food and not suffecient supplies to mitigate and recover from any emergency
Corrective action. Licensee will update the supplies kit and will store it near an exit

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Start date was missing in children's files.
Corrective action. Discussion around registration date and start was had with the licensee. Licensee will complete the registration forms to reflect the start date.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal Record Check was not obtained for one staff prior to her starting to work.
Corrective action. Licensee has applied for CRC and is in the process to obtain it. Licensee will try to obtain a copy of the CRC from school in the meantime
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. First Aid certificate for one of the staff was completed online
Corrective action. Licensee will check to see that staff is not working with the children alone or renew the first aid course that meets the requirements of Schedule C

Observation. The time of departure was not documented on many days throughout the month of review on the Preschool attendance records.
Corrective action. Ensure that the system is created to accurately reflect children in attendance to include both arrival and departure.
