A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing walked the perimeter of all playspaces that the children in care use. Licensing observed protruding nails from the wooden planks in three of the playspaces.
Corrective action. Ensure the playspaces are safely constructed and in good repair.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire Extinguisher has not been serviced annually
Corrective action. Ensure fire extinguisher is serviced annually.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Licensing reviewed 3 staff files and two staff files were missing validation of ECE certificates. This is a repeat contravention from 2022.
Corrective action. Ensure all staff files are complete.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. School Age, incl. gr. 1 - Maximum group size of 18 was exceeded. Licensing observed 19 children in care at the time of the inspection. The daily attendance was not accurate. Showing less children than what licensing and manager counted.
Corrective action. Manager said that they will discuss with the staff and find out what took place. The manager agreed that there were 19 children in care but could not say why the facility was over the maximum number allowed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection of the outdoor playground of the facility the following was observed: - two horizontal planks on the swing playground were rotting and had sharp nails and splinters. The children were observed walking on the planks and playing on them. - under the swings the mulch (wood chips) has been pushed away from under the swings and the black tarp underneath was exposed. More resilient surfacing needs to be under the swings. - one horizontal plank on the blue and green climbing structure was broken and had a rusted nail exposed. School age staff said that they check the playground for any debris daily and mark it on the playground check sheet. Staff said that they only check the swings for safety (to make sure they are not broken).
Corrective action. Please ensure the playground is in good repair.
