Observation. Licensing observed the following: One child walked around the girls basement hallway with a whole hot dog in their mouth. Another child walked around the girls basement hallway while holding a hot dog in a bun. This child plus another child exited the hallway into the stairwell located by the lunchroom. Licensing followed the two children and inquired if they were part of the out of school care program. The two children then proceeded to go back to the girls basement area. Staff appeared unaware of both incidents. The observations were discussed with the manager at the time of inspection. The girls basement area is one of the exits of the main school population and has hallways on both ends. This physical layout makes the area challenging to supervise. It was discussed to have materials and equipment available in the basement areas to engage the children in care and prevent wondering off.

Children are supervised at all times by a person who is an educator, an assistant or a responsible adult. [CCLR Sec. 39(1)]
Observation. Licensing observed one child leave the Boys basement, walk down the hallway and go to the lunchroom. Licensing inquired with staff from both rooms where the child belonged. Neither the staff in the Boys basement or the staff in the lunchroom appeared aware the child had moved from one area to the other. Licensing did not observe any communication between staff of the Boys basement and staff in the lunchroom. Licensing observed staff check off children's attendance. Children could then eat snack and go outside after, or they could go outside right away. Licensing did not observe any communications between indoor and outdoor staff regarding which children went outside and at what time. The manager informed licensing outdoor staff knows as they keep eyes on the door and the playground.

Observation. Licensing observed the following: 52 K-Grade 3 children are enrolled. The lunchroom is used for this group. Attendance records showed that for the month of November daily attendance for K-Grade 3 ranged between 27 to 36 children daily. At the time of inspection at 3:20 licensing counted 33 children present in the lunch room. These numbers exceed maximum group size of 24. 45 Grade 4- 7 children are enrolled. The Boys basement is used for this group. The observations were discussed at the time of inspection with the manager including possible solutions how compliance can be achieved.

There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]
Observation. Licensing observed the following: 1) Snack tables in the Boys basement were not cleaned and sanitized prior to the children's arrival. Children ate snack at the tables. Cleaner and sanitizer bottles were not present in the Boys basement. 2) Children did not wash hands prior to eating snack. Staff did not ask children to wash hands. The program manager reminded children to wash hands when passing through, upon which one child went to wash their hands. 3) A strong urine odour was detected in the Boys basement, coming from the adjacent bathroom. The manager was aware of this problem and has spoken to the principal regarding the odour. The program is keeping the bathroom door closed to mitigate the smell.

Observation. Licensing officer observed 2 Anaphylaxis care plans and one other care plan. None of the plans had been reviewed at least once a year. Parents have been contacted to update the care plans and have been given a deadline of December 17.

Observation. Licensing officer observed the following: Records show 89 children are registered. At dismissal all children come into the lunchroom for snack. The Kindergarten to Grade 3 children stay in the lunchroom as their activity area, the grade 4-7 children use other areas as their activity spaces. There were 28 Kindergarten to Grade 3 children in attendance December 1. Licensing did a headcount and observed anywhere from 28 to 31 children present in the lunchroom. The manager explained that upon dismissal there are usually more than 24 children present in the lunchroom as this is where they all gather. After snack some children go outside. The manager stated that this year the music teacher uses the lunch room right up until dismissal. The out of school care staff has access to the kitchen prior to dismissal.

Observation. Licensing officer observed the following: The red/blue playground had 6" loose fill material under the 6' platform and 7" under the 77" platform. The bottom arrows on the red/blue playground poles showed that the loose fill material was below the required levels. The grey and blue playground had 8 1/4 " under the 73" corkscrew platform and 8" under the 77" ladder climber platform. The bottom arrows on the grey/blue playground poles showed that the loose fill material was below the required levels. A discussion was held with the program manager to refrain from using the playground until the loose fill material has been topped off to the required levels.
