In consultation with environmental health officer and licensee these recommendations were revised. The licensee informed licensing they are implementing the following mitigation measures: - The facility continues to follow their mice droppings sanitation protocol (cleaning and sanitizing every morning with 10% bleach solution, specific mice brooms). - A deep clean of the facility will be conducted by staff on ProD day November 22, 2024. - The church is installing door sweeps to prevent mice entering the childcare rooms. - The church is in the process of hiring a new past control company.

Observation. 1) Licensing observed two children in care age 28 months. Sign in and out records indicated the children had been in care every day from approximately 9:15/9:30 to 3:00/4:30 since October 1, 2024. They were 27 months old at the time of enrolment. On November 5, 2024, the facility inquired with licensing if they could enroll these children. Licensing advised the facility that their licence and category of care was for ages 30 months to school age. Licensing advised the facility they had the ability to ask for an exemption and explained the process, or the facility could enroll the children once they are eligible at 30 months. 2) Licensing observed 18 children in the downstairs childcare room. The children from the upstairs and downstairs childcare rooms were combined for approximately one hour to practice the Christmas concert. The maximum capacity of the downstairs childcare room is 15 children. The observation was discussed with the program manager. Licensing advised the manager to combine no more than 15 children at a a time in the downstairs room.

Observation. 1) Licensing observed numerous mouse droppings throughout the facility in all activity spaces, nap room. Examples were: - On top of Montessori puzzles. - On shelving that held Montessori materials. - On floor behind earthquake supplies. - All over carpeted floor in nap room in close proximity to nap mats. - Behind and in between shelves that held activities and materials. Mouse infestation appeared extensive. A discussion was held with the facility manager regarding the mouse infestation and cleaning and sanitizing practices. The manager informed licensing of the following: - The pest control company visits monthly, however the problem has been ongoing for a long time. - They vacuum once a day. - They shampoo the carpet in the nap room once or twice a week. The last time it was shampooed was two weeks ago. Mouse droppings were sited in non compliance on inspection report dated May 15, 2024. The Licensee provided a written plan to licensing how they would mitigate mouse droppings on a daily basis. It appears that this plan is ineffective. A follow up inspection will be conducted with an Environmental Health Officer. 2) Licensing observed that all blinds in the main floor childcare room were closed, blocking access to natural light.

A discussion was held with the Licensee to provide plans to licensing for review and approval prior to any work taking place. On June 10, 2024 the Licensee provided plans to licensing for review. Licensing observed large chipped drywall areas on the pillar located by the kitchenette. The Licensee informed licensing these areas will be repaired during the kitchen renovation. On July 31, 2024 licensing observed that the downstairs room was closed. Staff in the upstairs room informed licensing that the downstairs room was closed due to renovations in progress.

Observation. Licensing observed the following on the away playground: One child squat down in the corner of the playground, pulled down their pants and peed on the Fibar. Other children observed the child. Licensing saw a staff gaze in the direction of the peeing child. A second child went to the corner and peed. The other staff noticed, intervened and prevented a third child from peeing in the corner. The other staff then asked if any of the other children needed to use the bathroom. One staff left the playground taking a group of children back to the facility to use the bathroom. After a while one child told the remaining staff they had to use the bathroom. The staff asked the child to wait. A discussion was held with the Licensee regarding cleaning up the Fibar corner.

A pest control company pays weekly visits to the childcare facility. 3) An unsecured wood bookshelf in the gross motor / nap room that posed a risk of tipping over. 4) An unsecured computer monitor on top of the cubbies on the main floor that posed a risk of falling.

Numerous items were stored on top of a tall cabinet. These items posed a risk of falling. A desk was placed in a corner with a variety of bags and items all around and behind the desk. A water table was filled with a variety of toys and items including a bag of baby wipes. A discussion was held with the Licensee to declutter the gross motor / nap room and maintain this as a safe useable space at all times.

Some of the wood dowels to hold the baskets were missing. No baskets were present. 4) All toys shelves in the main floor gross motor /nap room were empty with the exception of one cabinet. 5) A green carpet in the main floor gross motor /nap room with curled up corners that posed a tripping hazard.

Observation. On the main floor licencing observed three brown cabinets that were not secured to the wall and presented a tipping hazard. The lower level nap/gross motor room appeared cluttered with various items stored throughout. A discussion was held with the Manager to declutter the nap room. It is recommended to keep a thermometer in the main floor bar fridge in order to monitor that foods are refrigerated at a safe temperature. The aquarium water appeared muddy with algae growth on the glass. It is recommended to clean the aquarium more regularly.

A discussion was held with the Manager to use the upstairs nap room for children who are enrolled upstairs and facilitate staffing breaks in a different manner.

Observation. Licencing observed the following: 1) On the away play space, the wood fence is aging and moves easily back and forth when pushed. This fence section needs to be secured to prevent it from falling. 2) On the away play space, the gate latch between the house and the fence is broken and cannot be secured. 3) In the Memorial garden, some of the stones on the planting bed edge are loose and present a tripping hazard.

The registration forms of the two other children were observed in the lower floor binder. Only five emergency consent cards were observed on the main floor. One child who attends on the lower floor had an emergency consent form on the main floor. A discussion was held with the Manager to keep registration forms and emergency consent forms separately on each floor for greater clarity.

Licensing observed a staff use physical redirection on multiple occasions to guide children's behavior during conflict situations, transitions and circle: - The staff would hold a child by putting their hand around the child's wrist and move the child out of the way or towards another area. - The staff would hold a child by putting their hand around the child's upper arm and move the child out of the way or towards another area. - The staff would put their hand on or around a child's leg or on a child's back back during circle if a child was moving around a lot. During circle time children sat down holding their legs in various positions while participating, for example straight ahead in front of them or crossed over each other. Staff verbally directed children several times to "sit properly", "criss cross applesauce".

Staff put her arms around child A's body at waist level preventing the child from walking away and held her arms around the child while talking to them.

Observation. Licensing observed that the nap/gross motor room was closed and appeared it had not been used in a very long time. Licensing observed a large suitcase, a movie projector screen, trampoline, large boxes with blankets and china cups, bankers boxes with papers all stored around the room.

Observation. Staff reported that the diaper mat and the dishes are not always sanitized with a bleach water solution after each use. Sometimes household cleaners or only water and soap are used. Licensing recommends clearly labelling the bleach/water spray bottles. Licensing observed a fish tank overgrown with algae and recommends to clean out the fish tank.

Our son has been enrolled for a year and a half now. We are pleased with his development and especially pleased with the caring staff. We feel good dropping our boy off each morning, knowing that he’s in good hands with people who thoroughly enjoy taking care of and teaching kids. Highly recommend .
My daughter started here since she was three year old, being with them for 2 years, the teachers there are super friendly, they get to know your kids so well and very easy to communicate. Through going to this school, my daughter was able to be accepted to Crofton House School.
