    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. Licensing observed the following items accessible to children in care: Lysol wipes on the kitchen counter and on top of a toy cupboard. The Lysol wipes were put out of children's reach at the time of inspection. Cleaners in a cabinet under the bathroom sink. The cabinet had a latch that appeared broken. The Licensee fixed the latch and secured the cabinet during the inspection. Batteries and small tools in an unlocked kitchen drawer.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed one worn deck board that was splintered, rotten and loose at the end and in need of replacement.

    Observation. Licensing observed a large plastic container holding blocks. The container had broken sides exposing sharp plastic edges.

    For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

    Observation. 1) Licensing observed one child in care that required an Epi Pen. The Epi Pen was present but no anaphylaxis care plan documentation was present. 2) The anaphylaxis care plan for another child had been updated to no longer include the use of antihistamine. The Licensee discussed this VCH recommendation with the parent and returned the Claritin.

    Observation. Licensing officer observed 10 children in care. The facility has a maximum capacity of 8 children. A review of sign in and out records revealed that the facility has had 9, 10 or 11 children attend on a regular basis since April 2023. For example in July there were at least 17 days the facility was over capacity and in June there were at least 10 days the facility was over capacity.

    Observation. Licensing observed very limited food and water supplies present to be self sufficient for a period of time, recommended 72 hours.

    For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

    Observation. Licensing observed 2 anaphylaxis care plans in plans. One care plan had Claritin as the first line of defence and Epi Pen when breathing difficulties occur. The following was discussed with the Licensee: The Epi Pen is the first line medication which should be used for the emergency management of a child having a potentially life-threatening allergic reaction. The course of an anaphylactic episode cannot be predicted. Claritin should not be used instead of epinephrine for treating anaphylaxis. Vancouver Coastal Health strongly recommends antihistamines not be part of the child’s anaphylaxis emergency plan.
