    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed metal wire with sharp edges covering a building vent. The vent was located near the ground by the transition from grass to rubber tiles. The sharp metal edges are accessible to children and pose a risk of injury.

    The licensee has appointed a manager for the community care facility. [CCALA Sec.7(1)(d) Standards to be Maintained]

    Observation. On March 5, 2025 licensing observed that the manager was not present at the time of inspection. Licensing inquired with staff when the manager is usually present and was informed of the following: Mondays, Tuesdays and Thursdays from 2:00-5:00 pm Wednesdays all day Fridays absent. On March 26, the manager informed licensing they are also the manager on the licence at the Richmond location and spend the remainder of the time there. Licensing informed the manager that the Child Care Licensing Regulations prohibit the manager to also be listed as the manager at another location. Please be advised that the manager on the licence is responsible for the day to day operations of the facility and is expected to be present the majority of the time.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed that the plastic covering the radiator along the kitchen wall was bend and had become loose. Children in care were observed sitting on the cover using it as a bench. A discussion was held with the staff to use cabinets instead to block access. The cabinets could be filled with art materials and table toys that children could use at the adjacent table. The table should have chairs around at all times so this area is useable by children in care. Chairs were stored in the nap room at the time of inspection and were not accessible to children in care. Licensing observed noise levels echoing in the space and recommends implementing mitigating measures to address the acoustics.

    Observation. Licensing observed multiple expired first aid supplies such as alcohol wipes. Expired supplies were discarded at the time of inspection.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. Licensing observed a crib with the mattress installed at the top highest level. An older infant could pull themselves up against the crib and fall over the railing.

The sharp metal edges are accessible to children and pose a risk of injury. The grass area was muddy and slippery. The newly laid sod may not have rooted over the winter. Monitor and address this area to assess if the grass grows back in the new growth season.

    Observation. Licensing observed a climbing A frame with a mat underneath for fall protection. The mat did not extend far enough on the sides of the frame causing a risk of injury if a child were to fall sideways onto the bare floor.
